    By determining the capacity of relevant international, national and regional legislation to support sustainable use of water and land, planners, legislative drafters and policymakers have a basis for recommending legal and institutional reform. This report, based on an investigation into existing water- and land- management laws and issues in three countries in the region, offers a methodology that can be used for such evaluations.

    More irrigated land is devoted to rice than to any other crop. A method to save water in irrigated rice cultivation is the intermittent drying of the rice fields, known as alternate wet/dry irrigation (AWDI). This report reviews previous studies in AWDI, with a focus on mosquito vector control, water saving, and rice yields. Examples are provided from a number of countries.

    Irrigation occupies a central position in China?s crop production. However, due to low per capita water resources, much worse, unevenly distributed over regions and time and the rapid increase of water diversions to non-irrigation sectors, irrigation water shortages have become a very serious problem. Without the adoption of effective measures this problem may even threaten China?s food security.

    The impacts of climate change on agriculture and food production in Southeast Asia will be largely mediated through water, but climate is only one driver of change. Water resources in the region will be shaped by a complex mixture of social, economic and environmental factors.

    This report describes the hydrological aspects of a CGIAR project to model the effects of water flows on aquatic resource production in the Mekong Basin. The project was carried out by the International Centre for Living Aquatic Resources Management (ICLARM, Penang, Malaysia) and the International Water Management Institute (IWMI, Colombo, Sri Lanka) in cooperation with the Mekong River Commission (MRC, Phnom Penh, Cambodia) together with other institutes and national and regional agencies working in the riparian countries of Cambodia, Lao PDR, Thailand and Vietnam.

    This report is based on a research project financed by the Asian Development Bank (ADB) to conduct a regional study for the development of effective water management institutions (ADBRETA no 5812). Research activities were conducted in five river basins in Indonesia, the Philippines, Nepal, China and Sri Lanka for a period of three years commencing from 1999. The river basin studied in Sri Lanka was the Deduru Oya river basin in the North Western Province of the country. This report contains the findings of the Deduru Oya basin study.
