    Effective land policy reform is strewn with complexities and pitfalls. The paper focuses on land tenure, access and use in rural settings, and suggests that Latin America is home to some worrisome trends as well as the rich array of initiatives on land issues. By surveying the literature and examining the issues this study points to areas needing attention from researchers and policymakers.

    The vegetation cover plays a key role in protection and conservation of natural resources, particularly concerning soils. This study had as objective to analyze space and time dimensions of anthropic influence on the vegetation cover in part of the semi-arid region of the Ceará State, Brazil. LANDSAT TM-5 satellite images of 1985 and 1994 combined with geoprocessing techniques were used to verify the hypothesis of intensification of environmental degradation. Maps of the vegetation cover, land use, soils, and hydrography were elaborated.

    Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

    Este artigo examina a evolução da reivindicação dos direitos da mulher à terra na reforma agrária brasileira sob o prisma dos três principais movimentos sociais rurais: o Movimento dos Trabalhadores Rurais Sem Terra (MST), os sindicatos rurais e o movimento autônomo de mulheres rurais. O mérito maior por levantar a questão dos direitos da mulher à terra é das mulheres dentro dos sindicatos rurais.

    This brief explores the reform of land tenure institutions which re-emerged in the 1990s, and asks if these reforms are any more gender sensitive than those of the past?The paper highlights that a focus of the recent reforms has been on land titling, designed to promote security of tenure and stimulate land markets. The reforms have often been driven by domestic and external neoliberal coalitions, with funding from global and regional organisations which have argued that private property rights are essential for a dynamic agricultural sector.

    Today, many rural poor Filipinos are using state law to try to claim land rights. In spite of the availability of a much stronger set of legal resources than ever before, claiming legal land rights remains difficult. Some argue these difficulties are a reason to turn away from state-led land reform and toward a market-assisted land reform (MALR) model.

    This compendium provides an improved understanding of the complex issues concerning gender and land. It draws on research commissioned by FAO. The authors argue that hunger and poverty are, in general, consequences of inadequate and restricted access to land and other resources, such as capital, inputs and technology; women are among those with less access to land, while accounting for a large share in small-scale food production.Rights to land, especially women’s rights to land, are determined by a complex interaction between the institutions, and underlying power relations, of a society.

    This working paper focuses on the Movement of the Landless (MST) and the various legal strategies used to redefine property law in Brazil. Through a number of legal strategies MST has helped produce watershed high court rulings, contributed to the process of constitutionalising law, and made access to land more equitable in parts of Brazil by redefining property rights in practice.The paper explores legal change triggered by the strategic action through what Bourdieu calls the juridical field (relating to the function and administration of the judicial system).
