    Net farm income for most representative farms in 2008 will be higher than in 1999. However, low profit farms, which consist of 25% of the farms in the study, may have a negative net farm income throughout the forecasting period and may not have financial resiliency to survive. This is true under both optimistic and pessimistic scenarios. All farms except low profit farms may do well under the optimistic scenario, while only high profit farms may be able to survive under the pessimistic scenario. Cropland prices are projected to remain constant.

    There is a growing interest in incentive-based policies to motivate conservation by landowners. These policies include full- and partial-interest land purchases, tax-based incentives, and tradable or bankable development rights. Using legal and economic analysis, the paper explores potential pitfalls associated with the use of such policies. Incentive-based policies promise to improve the cost effectiveness of habitat preservation, but only if long-run implementation issues are meaningfully addressed.

    Considerable public funding is provided for research and development intended to improve the management and use of shared natural resources, such as water. In Australia the Land and Water Research and Development Corporation (LWRRDC) and Environment Australia are significant providers of such funds. These providers tend to judge the value of R & D projects supported by them on the basis of whether or not significant technology transfer and adoption takes place. Researchers involved in these projects and expected to be the prime movers of such transfer.

    In the DFID White Paper, the government's commitment to addressing gender inequality highlights the frequent 'double disadvantage' of poor women. Poor women from minority groups, however, may experience additional discrimination. There is abundant evidence to show that many ethnic minorities and indigenous people are subject to economic, social and political disadvantage. The complex relationships between gender and ethnicity need to be addressed in order to understand the social processes leading to poverty of particular groups.
