    This publication is based on the “Study on Fraud in Land Administration Systems” presented at the Twelfth Session of the Working Party on Land Administration in 2021. It is an update to the 2011 “Study on the Challenges of Fraud to Land Administration Institutions" (ECE/HBP/165). It analyses the current state of play and best practices in addressing fraud in land administration systems in the ECE region.

    Collaborative international research on tenure dates back at least to the early 1960s when the Land Tenure Centre was established at the University of Wisconsin-Madison and conducted some studies in collaboration with CGIAR social scientists. CGIAR interest in tenure increased in the early 1990s when natural resource management was strengthened as a component of the CGIAR agenda and the Centers on forests, agroforestry, and water (CIFOR, ICRAF, and IWMI) entered the system.

    As an international actor in addressing food insecurity among refugees and other migrants, the World  Food Programme (WFP) has undertaken a research study to determine the role that food security plays in cross-border migration. Given the dearth of data on this topic, the WFP  study sought to answer some of the following questions: What is it that compels people to leave their homes? What role does food insecurity play in migration? Are these factors common across all international migrants, or do unique root causes spur specific migrant populations to move from their homes?

    The aim of this policy paper is to present successful approaches to secure land tenure rights in rural and urban areas.     Nineteen microsatellite markers were used to fingerprint a set of 19 potato landraces from the island of La Palma (Canary Islands). These landraces represent relicts of early introductions from South America, although most are commonly cultivated by local farmers. The SSR primers detected 62 polymorphisms, 13 of which were present in all landraces. Several accession- and group-specific markers were detected. Jaccard similarity coefficients were estimated from the molecular data and UPGMA cluster analysis was performed. Some cultivars with related common names clustered together.

    The effects of subsidies on the development of organic farming (OF) in the Czech Republic and in some selected EU countries are analysed in this article. The level of subsidies for OF in the Czech Republic is continuously increasing. In 1998, the total amount of subsidies was 48 million CZK, whereas in 2004, it increased to nearly 277 million CZK. The increase of subsidies led to an increase in the number of organic farms as well as the area under OF.

    The article presents the analysis of the Associations of Gardeners of Lithuania as well as the undergoing changes in their territories. The objective of the article is to discuss the current situation in the territories allocated to the amateur gardens and to assess the current issues concerning the land use and management. The associations of gardeners have encountered a great number of problems concerning the territorial planning, engineering communication services and services maintaining the needs of the associations, the expansion as well as development of these areas.
