    Iraq

    Iraq is one of the easternmost countries of the Arab Region. It is bordered to the north by Turkey, to the east by Iran, to the west by Syria and Jordan, and to the south by Saudi Arabia and Kuwait.

    The current land systems in Iraq are greatly influenced by social and political insecurity and multiple waves of forced displacement over the last years, which have contributed to land tenure insecurity and land use conflicts.

    The aim of this paper is to consolidate lessons from existing evidence that demonstrates the role of equitable access and tenure security to land in achieving sustainable food systems transformation, and subsequently, for the overall achievement of the SDGs.     Concerns over food insecurity in developing countries are reflected in the Sustainable Development Goals (SDGs) to end hunger, achieve food security and improved nutrition, and promote sustainable agriculture by 2030. Given that land plays an important role in the livelihoods of most people in developing countries, food security and poverty reduction cannot be achieved unless issues of access to land, security of tenure, and the capacity to use land productively and in a sustainable manner are addressed.

    In April 2019, UN Habitat through the Global Land Tool Network (GLTN) and Global Urban Observatory (GUO) Units; with support from the Global Land Indicators Initiative (GLII) contacted National Statistical Offices (NSOs), National Land Registries and SDGs focal points with the aim of mobilizing existing data on land tenure security in response to SDGs indicator 1.4.2. The data drive was conducted in support of UN Habitat Database for Human Settlements Indicators, for which 1.4.2 is part of.

    The 2030 Agenda for Sustainable Development provides a conceptual framework of 17 goals and 169 targets. An abundance of interlinkages exists between them. Land targets are core to achieving most of the SDGs including poverty eradication, food security, gender equality and empowerment of women, adequate housing and urban development, mitigating and adapting to climate change, reducing and preventing land degradation, and fostering peace and stability for prosperity.

    Land is a key driver of conflicts and is a bottleneck to recovery. Although increasingly acknowledged as a critical factor in peace-making and peacebuilding, land-related issues are often linked to the development agenda but are not properly addressed in post-conflict and peacebuilding. Neither are they inserted in the conflict cycle analysis. Conflicts are often not linear in character and phases of insecurity and partial stability can alternate.
