    Rwanda

    Rwanda is currently in transition from a period of emergency to one of development following the 1994 war and genocide. Before the tragic events of 1994, the Agricultural Statistics Division (DSA) of the Ministry of Agriculture, Animal Resources and Forestry (MINAGRI) maintained a comprehensive database of agricultural statistics. The DSA was responsible for providing information on agricultural policy based on annual surveys of rural households. These surveys, which were interrupted in 1994 were resumed in 1999 by the Food Security Research Project (FSRP) and the DSA of MINAGRI.

    Poplars and willows provide society with ecosystem services. These include direct economic benefits such as wood, fibre, fuelwood and other forest products. They also include environmental benefits improving the lives of people, such as through rehabilitation of degraded land, restoration of forest landscapes and mitigation of climate change. All of these services support rural livelihoods, enhance food security, alleviate poverty and contribute to sustainable land use and rural development, particularly in developing countries.

    Ever since the oil, financial and food crises of 2008, sub-Saharan Africa has witnessed a marked increase in large-scale investment in agricultural land. The drivers of this investment are varied and include growing food, water and energy insecurity as well as social and economic interests of investors and recipient countries. The shape of these investments and their eventual outcomes are equally influenced by the existing land and water governance systems in the host countries.

    Econometric and simulation analyses indicate that land degradation does not threaten agricultural productivity growth and food security at the global level, but problems exist in some areas. Improving market performance could reduce erosion-induced yield losses to 0.1 percent per year and the number of hungry people in less-developed countries by 5 percent over 10 years.

    In countries with transitional economies such as those found in South Asia, large-scale irrigation systems (LSIS) with a history of public ownership account for about 115 million ha (Mha) or approximately 45% of their total area under irrigation. In terms of the global area of irrigation (320 Mha) for all countries, LSIS are estimated at 130 Mha or 40% of irrigated land. These systems can potentially deliver significant local, regional and global benefits in terms of food, water and energy security, employment, economic growth and ecosystem services.
