Reducing emissions from deforestation and forest degradation, conserving and enhancing forest carbon stocks, and sustainably managing forests (REDD+) are emerging as a central policy instrument to halt land-use related emissions from developing countries.
This report shows that the process of preparation for REDD in Mesoamerica is characterized for being relatively widespread, although there are enormous challenges regarding information, participation and consultation. In spite of the formal arguments, the preparation processes face serious challenges in terms of a more genuine and commitment with the consultation processes with various stakeholders related to forestry, especially in the case of indigenous peoples and forest communities.
The objective of the ‘Water Management Adaptation’ Project is to build capacity for good governance and adaptation to climate change through applied research, awareness, public participation and demonstrative experiences, for effective water management based on an ecosystems integrated management approach.
This paper analyses issues that affect the role of agriculture as a source of economic development, rural livelihoods and environmental services. Using experiences of land expansion in Asia, Latin America and the Caribbean, Eastern Europe, and sub-Saharan Africa, it assesses the extent to which recent demand for land differs from earlier processes of area expansion and identifies the current challenges, in terms of land governance, institutional capacity and communities’ awareness of their rights.
Considerable hype and debate are currently surrounding the potential of biochar (charcoal created through the burning of biomass in low oxygen environments) in climate change mitigation and agriculture. This report attempts to summarise the arguments, assumptions and interests in the biochar debate and offer reflections on its prospects. The report begins by outlining what it calls the triple-win of biochar. The production of biochar can be tuned to release bioenergy or biofuels in the form of syngas and bio-oil, thus providing decarbonised biomass fuel.
This paper explores the role of markets for Non-Timber Forest Products (NTFPs) in facilitating climate change adaptation of local communities in the Congo Basin. While forests are regarded as safety nets in the climate change movement, emerging market systems that facilitate a shift to a more cash-based economy may reduce this traditional function. This paper contends that the size of trade in timber and non-timber forest products, overexploitation, and unsustainable practices threaten the integrity of forest ecosystems and the goods and services they provide.
It has emerged quite clearly from Urban LandMark’s work in South Africa – and increasingly in the region – that the emergence of more sophisticated property markets has taken place locally and in most larger cities in the region. While there might be a need to assist these markets to develop further, in particular the need to build market institutions and professions, these groupings tend to increase their own capacities as the markets develop, mostly with little assistance.
This report, published by the World Bank/REDD-net, examines the nature of Indonesia’s Reducing Emissions from Deforestation and Forest Degradation (REDD+) regulatory framework. The manner in which benefits from REDD+ should be distributed amongst actors from local to national level is a contested subject; the report describes the Indonesian Government’s draft rules for REDD+ investment, an alternative or complementary approach based upon the creation of a nationally managed revenue sharing system and the relationship between national and provincial rules.
This paper argues for the need to make protected areas more directly relevant in the light of climate change. This includes the contribution of protected areas towards sustainable livelihoods, the provision of ecosystem services, and ensuring climate mitigation, resilience, and adaptation. The author advocates for mainstreaming protected area planning into sectors such as transportation and energy, reviewing the economic importance of protected areas while addressing climate-related concerns, and ensuring that protected areas form an integral part of climate adaptation efforts.
This document presents analysis of key issues relating to Community Forest Management (CFM) in Vietnam. CFM has emerged as an important mechanism for realizing multiple development goals. The first section focuses on issues that relate to the transfer of forest rights to local people through Forest Land Allocation (FLA), including: an overview of FLA in Vietnam, a case study highlighting tensions that can arise between conservation and food security and a discussion of customary land rights of ethnic minorities.
