    This paper examines the current wave of land tenure reform in eastern and southern Africa. It discusses how far tenure reform reflects a shift in powers over property from centre to periphery.     This working paper reviews historical and current factors and patterns affecting land use, land tenure, resource access, human settlement, and conflicts over resource access and tenure in the districts around Mt. Elgon in Kenya and Uganda. The paper draws on a series of interviews conducted with government officials in the districts along with other support sources such as paper maps and existing GIS databases.Based on this approach, the common findings from this study in the current setting of land tenure and land management are:

    This study assessed the extent of land use and cover change in Buliisa and Nakasongola Districts in the cattle corridor of Uganda over 27 years (1986 –2013), and their impacts on livestock management under drought induced pasture. The study found that area under open water and grassland declined by 3.5 and 48.3 per cent, while woodland, wetland, small scale farming and forest increased by 0.2, 62.2, 320.7 and 64.1 per cent, respectively, in Buliisa.

    Informal systems for land delivery, which have in many cases evolved from earlier customary practices, still account for over half the land supplied for housing in African cities and are a particularly important channel for the poor. This study examines how informal systems of housing land delivery operate in six African cities discussing how they are evolving and how they interact with formal land administration systems.

    The economic advantages of improved agro forestry fallow systems over traditional continuous cropping systems are important tools that can be used to influence the choice of land use options at household levels. In Kigezi highlands Uganda, the upper parts of farmers’ crop field terraces are degraded due to continuous cropping. Improved fallows are being promoted in order to increase soil productivity while increasing fuelwood production.

    This paper describes and analyses people’s security of access to means of production among the Karimojong herd-owners who inhabit the North-Eastern districts of Uganda. It claims that Ugandan statutory land management policy and law undermines the customary tenure system, thereby threatening access security for Karimojong agro-pastoralists.
