    This paper aims to describe the state of theart of both water harvesting (WH) andsupplemental irrigation (SI) techniques in the temperate and sub-tropical dry lands, especiallyin the countries of WANA that are characterized by a Mediterranean-type climate. In addition,three case studies of water harvesting are presented (see annex). These were selected from the case studies presented at the FAO Expert Consultation Cairo (1994). By sharing with us the success and the failure of these endeavors, the authors of the case studies illustrate many of the points that are made in the text.

    Watershed analysis provides a framework for ecosystem management, which is currently the best option for conservation and management of natural resources. The current methods of assessing hydrologic impacts of land use transformation at the watershed scale, particularly in the tropics, are impaired by technical, financial and time constraints. This study provides an alternative approach to ascertain the actual changes in hydrologic response of a particular watershed to land use transformations made in the past.

    The final report of this project documents the lessons learned by researchers, social organizers, agency personnel and farmers. The project has demonstrated the willingness and ability of farmers and agency personnel to manage the land and water resources of the area jointly. The view of the researchers is that the small dams offer an excellent opportunity for the promotion of reforms in the irrigation sector.

Demonstrates the cost-effectiveness of these techniques as diagnostic tools for irrigation system improvement and the advantages of using SRS and GIs in combination.

    Water is being transferred out of agriculture to meet the growing demand in other areas, often without an agreement of or compensation to farmers with irrigated land and water rights. Furthermore, there is a failure to recognize that irrigation systems supply water not only for the main fields, but also for domestic uses, home gardens, trees and other permanent vegetation, and livestock. Other productive uses include fishing, harvesting of aquatic plants and animals, and a variety of other enterprises such as brick making.

    Demonstrates the viability of farmers organizations for managing parts of the water resource system to achieve efficient and equitable use of water in a hierarchical society such as Pakistan. Suggests a successful conceptual and methodological framework for taking a bottom-up approach to the formation of water users associations and identifies possible constraints on its wider application.
