    This report on the state of industrial oil palm plantations in West and Central Africa shows how communities are turning the tide on a massive land grab in the region. Between 2000 and 2015 companies signed oil palm plantation concession agreements with African governments covering over 4.7 million hectares;mostly without the knowledge of the affected communities. These companies are now struggling. There has been a significant decline in the number and total area of land deals for industrial oil palm plantations over the past five years;from 4.7 to a little over 2.7 million hectares.

    This report assesses the costs and effectiveness of responsible investment practices in emerging market contexts. Its results make the business case for investments in social risk mitigation and avoidance practices. Such practices include community engagement efforts, impact assessments and the establishment of grievance resolution mechanisms. Implemented correctly, responsible investment practices engender confidence and trust between investors and local communities, which secures social buy-in and mitigates the financial risks associated with disputes.

    The report’s findings suggest that policies and programmes of governments and the development partners could include a stronger focus on the development of peri-urban areas and smaller cities and towns. The rapid pace of change in peri-urban areas throws into relief any underlying issues in land tenure arrangements, land administration/planning and governance, such as overlapping mandates, conflicts in tenure systems, weak land administration/planning capacity and wider political economy issues that can block positive reforms.

    The case study has two main objectives:


    • to map demand from the Government of Uzbekistan over the next five to 10 years for external development assistance to support public investment in inclusive and sustainable rural development

    Thousands came together in "Hopenhagen" from 7-18 December 2009 for what was the most covered and talked about of any United Nations Framework Convention on Climate Change (UNF CCC) Conference of the Parties (COP) to date. Reducing emissions from deforestation and forest degradation in developing countries (REDD-plus)1 was one of few issues on which progress was made. However, implications of the wider negotiations for REDD-plus are not yet clear.

    REDD+ is based on the right to benefit from (or to be compensated for) reducing forest-based emissionsn of greenhouse gases, either through fund-based payments, carbon market payments, or a combination of these. But who can claim this right? Should an entitlement to payment depend on who owns the so-called "carbon rights"? This raises a number of legal issues, including how to define and allocate carbon rights in national REDD+ frameworks.

    Natural disaster management and agriculture tend to dominate discussions on climate change adaptation. But forests matter too. In fact, they matter a lot. Recent research is beginning to uncover just how much forest-based products and services contribute to the livelihoods of rural communities globally – now believed to be approximately one-fifth to one-quarter of household income. We need to begin paying more attention to how forests can increase the resilience of communities to impending climate change impacts.

To tackle deforestation in a socially equitable way, we must consider what the drivers of deforestation are and what incentives and livelihood opportunities accompany them.
