    "This paper describes the emergence of improved traditional planting pits (zaï) in Burkina Faso in the early 1980s as well as their advantages, disadvantages and impact. The zaï emerged in a context of recurrent droughts and frequent harvest failures, which triggered farmers to start improving this local practice. Despair triggered experimentation and innovation by farmers. These processes were supported and complemented by external intervention. Between 1985 and 2000 substantial public investment has taken place in soil and water conservation (SWC).

    The notion of a reservation value is a key feature of most contemporary dynamic and stochastic models of land development. It is clear that the magnitude of the reservation value has a fundamental bearing on the decision to develop or preserve land. This notwithstanding, many papers that analyze land development in a dynamic and stochastic setting treat a landowner’s reservation value as an exogenous variable. Therefore, the purpose of this paper is to endogenize the reservation value in the context of a model of land development over time and under uncertainty.

    Land costs account for a significant proportion of the total costs for many agricultural products that are traded internationally, especially for the major grain crops that the U.S. exports in competition with several other countries. For owner-operators, a common form of tenure in the U.S. and most other countries, most land costs are implicit and involve few cash outlays, i.e., are opportunity costs that are important in the long-run but that may not affect production decisions in the short-run.

    This report is a summary of the data contained on the farmland sales portion of the Minnesota Land Economics (MLE) web site (http://www.apec.umn.edu/landeconomics) as of April 29, 2004. It is formally reissued each Spring, as new sales data become available. We no longer distribute a separate farm real estate report in the Minnesota Agricultural Economist (now the Minnesota Applied Economist: http://www.apec.umn.edu/MnApEc).

    The study develops a conceptual framework for analyzing the allocation of conservation funds via selectively offering incentive payments to farmers for enrolling in one of two mutually exclusive agricultural conservation programs: retiring land from production or changing farming practices on land that remains in production. We investigate how the existence of a pre-fixed budget allocation between the programs affects the amounts of environmental benefits obtainable under alternative policy implementation schemes.
