    The Regulations establish a scheme (the “Environmental Stewardship”) under which the Secretary of State may make grants for the management of land. Regulation 3 enables the Secretary of State to make a grant to any person who enters into, and complies with, the conditions of an environmental stewardship agreement with the Secretary of State. The agreement must require the beneficiary to carry out an activity which is conducive to a specified purpose on land in which he has an interest. It also provides for the variation of the conditions of such agreements.

    The objective of this Regulation is to define procedures and principles regarding the implementation of the Law on Soil Preservation and Land Utilization. A nine-member Land Preservation Board shall be established in each province, chaired by the Governor. Its main tasks include, inter alia, the research, assessment and monitoring of all activities involving land utilization; and, the implementation and conformity of national, regional or local level plans. Procedural details are provided in the Regulation.

    The United Nations predicts that over the next 25 years nearly all population growth will be in the cities of the developing world. At current rates, 60% of the world’s total population will live in cities by 2030. As the cities grow, so does the number of urban poor. Unemployment, hunger, and malnutrition are commonplace. In the big city, most of any cash income the poor might bring home goes to feeding themselves and staying alive; any food that does not have to be bought is a bonus.

    Sida have supported a technical assistance to 1997. The fi rst stage of this assistance has been successfully completed in 2001. According to Sida’s decision from 2001-11-05 the technical assistance was extended through the project Cadastre Project – Fiscal Cadastre and Training”. gives recommendations for a possible continuation of Sida’s support. Most of the planned project activities were completed at the time for our evaluation.

    Situation and structure of land relations is in each state result of long-term development of society. Structure of agricultural land ownership in Slovakia is likewise as also in other EU states different from structure of agricultural land use. In administration of the Slovak Land Fund it is still at present (2005) app. 25% of agricultural land. The agricultural land market is marked with previous period and it is up to now poor developed. The reasons are economic as well as legal one.
