    On May 19, the UN Committee on World Food Security (CFS) at the Food and Agriculture Organization of the United Nations (FAO) began multi-stakeholder negotiations intended to finalize the Principles for Responsible Agricultural Investment (RAI)—a set of critical principles that can help guide national regulations, global corporate social responsibility initiatives, and individual contracts covering all types of investment in agriculture. The RAI principles were developed through a broad, inclusive multi-stakeholder process, involving governments, civil society and the private sector.

    USAID is pleased to announce a first-of-its-kind partnership between the Governments of Ethiopia, the United States, the United Kingdom, and the Federal Republic of Germany to improve rural land governance. Building on existing programs and the seven land country partnerships announced at this year’s G8 Open for Growth Summit, this new partnership will support greater transparency in rural land governance, promote responsible agricultural investment, and improve Ethiopia’s legal framework and practices related to rural land administration and land use.

Land governance and responsible tenure were a strong thread of interest and discussion throughout the week-long meeting.

    Land tenure impacts investment, credit availability, poverty rates, land values, and agricultural productivity, which are all linked to economic performance. When land tenure and property rights are secure, individuals can make investments, secure credit, sell land, and make longer term decisions about agricultural practices. On the other hand, in developing countries that have a large informal sector, and in which land tenure is insecure, people lack opportunities to invest in or profit from land, and their transactions are not protected by the state.

    The G8’s New Alliance for Food Security and Nutrition aims to lift 50 million people out of poverty in ten years through a partnership between G8 members, African nations and the private sector. In order to increase production at a rate needed to achieve food security, the New Alliance seeks to accelerate responsible investment in African agriculture and commit to coordinated policy reforms.

    On July 30, the Global Donor Working Group on Land was officially announced. The group is comprised of bilateral and multilateral donors and development agencies committed to improving coordination and information sharing to enhance the effectiveness of development programs that focus on land governance. The UK Department for International Development (DFID) will serve as the group’s inaugural chair. The donor working group is facilitated by the secretariat of the Global Donor Platform for Rural Development.

    Jonathan White, writing for German Marshal Fund, discusses the New Alliance for Food Security and Nutrition in the context of “Enlightened Capitalism.” Launched in 2012, the New Alliance seeks to lift 50 million people out of poverty in ten years by aligning local country plans, private sector investments, and G8 government commitments behind agriculture and nutrition in Africa. White notes that country ownership and public-private partnerships (PPP) are key to achieving the objectives of the New Alliance.

    Last week, the World Bank's 14th Annual Conference on Land and Poverty – which was sponsored by USAID along with several other organizations – brought together more than 800 participants from 90 countries, representing government, private sector, civil society, academia, and development partners. The large attendance from a diverse set of participants reinforces the increasing recognition that good land and resource governance is central to a variety of development objectives. The theme of this year’s conference was “Moving towards transparent land governance: Evidence-based next steps”.
