Most developing countries have less than 30 percent cadastral coverage. This means that over 70 percent of the land in many countries is generally outside the land register. This has caused enormous problems for example in cities, where over one billion people live in slums without proper water, sanitation, community facilities, security of tenure or quality of life. This has also caused problems for countries with regard to food security and rural land management issues.

A case study
Ressources et Outils d'entraînementjanvier, 2010Afrique du SudThis case study examines specific examples of localised and informal land registration practices in South Africa. Such informal land registration often arises where people do not have access to the formal state system of land registration. But as the desire and need to gain access to urban land, to secure rights in relation to that land and also to trade land, a localised registration system that meets these needs tends to emerge.

Since independence in 1991, the Government of Tajikistan has embarked on a land reform program, which includes extensive farm restructuring. Given the demography of rural households in Tajikistan where the phenomenon of female-headed households is quite significant, women ‘s access to land and credit assumes special importance. To date, however, no thorough gender analysis of access to land and finance in Tajikistan has been conducted. As a result, there is insufficient gender disaggregated data to inform policy.
