    Most ethnic minorities in Vietnam such as the Vietnamese-Thai, Tay, Nung, Hmong, Muong and Dao have a special relationship with the land, elements and other living creatures. This relationship goes beyond mere economic interests to cultural and spiritual connections to the places they have inhabited for generations.

    This policy brief focuses on ecotourism in north-eastern Kenya and is based on the analysis of two key existing ecotourism industry models in Laikipia and Isiolo. The purpose of the work was to provide the Government of Kenya (GoK) policymakers and private sector investors with a deeper understanding of the eco-tourism industry already established in the region. As highlighted, the study is based on two different ecotourism models (and four enterprises) in pro-pastoral communities in Laikipia and Isiolo using a framework of common qualitative measures of analysis.

    This paper starts from the assumption that the process of reform is as important as the content of the reform. Many excellent land policies, laws and technical reforms have been developed, yet, in many cases, implementation has slipped, stalled or has even been reversed. The paper argues that an understanding of land issues and the reform process from a governance and political economy perspective offers insights that can not only improve the design of reforms, but can also offer tools to support implementation.

    Uganda's economy remains heavily dependent on the agricultural sector. In 2008/09, the agricultural sector contributed 90 percent of total export earnings, generated 23.7 percent of Gross Domestic Product (GDP), and directly or indirectly provided livelihoods for about 90 percent of the population (MFPED, 2009). However, most of the agricultural production is by small-scale subsistence farmers who use rudimentary technology and are largely engaged in non-market production.

    Uncertainty and risk are characteristics inherent in agricultural activities, and one of the main sources of risk is weather. Because agriculture depends heavily on rainfall, it is sensitive to weather changes. Agriculture is also vulnerable to extreme weather events; floods, droughts, and frosts cause both production and capital losses. Approximately 98 percent of the catastrophic risk to agriculture in Mexico stems from two types of weather events: droughts (accounting for 80 percent) and cyclones (accounting for 18 percent).

    Agriculture is an inherently risky economic activity. A large array of uncontrollable elements can affect output production and prices, resulting in highly variable economic returns to farm households. In developing countries, farmers also lack access to both modern instruments of risk management—such as agricultural insurance, futures contracts, or guarantee funds—and ex post emergency government assistance. Such farmers rely on different “traditional” coping strategies and risk-mitigation techniques, but most of these are inefficient.
