    The recent Constitutional Court judgment rendering the Communal Land Rights Act (CLARA) unconstitutional (Tongoane and Others v Minister for Agriculture and Land Affairs and Others) must not be allowed to throw decentralisation policy making into disarray. Decentralisation holds much potential for lively, participatory democratic law making and enforcement, through which rural women can gain greater power and secure more rights.

    USAID welcomes The Coca-Cola Company’s recently announced commitments to ensure that its sugar suppliers protect the land rights of local communities. Coca-Cola - the world’s largest purchaser of sugar - agreed to revise its corporate Supplier Guiding Principles to incorporate principles that recognize and safeguard local communities’ and indigenous peoples’ rights to land and natural resources.

    Swaziland as a developing middle income country has continuously sought to create an enabling environment for the development of the agricultural sector. The country has enacted policies and strategies together with programs to facilitate the attainment of growth targets in the agricultural sector (World Bank, 2011). Consequently, this will lead to the attainment of the Comprehensive Africa Agriculture Development Program (CAADP) targets, Millennium Development Goals (MDGs) and facilitate economic growth.

    This study is an effort to understand the relationship between HIV/AIDS and land reform in South Africa. It is conceptualised as a longitudinal study covering three years. The study is presently concluding its first year, which has focused on 10 sites in three provinces and the information herein is considered baseline data. Much of the analysis in this report pertains to the nature of land reform projects and land-based livelihoods, and infers the connection to HIV/AIDS rather than observes it directly.

    Human activities such as fossil fuel burning and deforestation have significantly increased the atmospheric concentration of greenhouse gases (GHG) leading to global climate change. Global climate change and its associated weather extremes pose considerable challenges worldwide, and mitigating the adverse impacts of climate change is a high priority for the international community. To reduce global emissions and curb the threat of climate change, many countries are participating in carbon trading.

    Approximately 80 percent of poor people in Sub-Saharan Africa continue to depend on the agricultural sector for their livelihoods, but-unlike in other regions of the world-agriculture in Sub-Saharan Africa is characterized by very low yields due to agroecological features, poor access to services, lack of knowledge and inputs, and low levels of investment in infrastructure and irrigation. In addition, high population growth rates, especially in rural areas, intensify pressure on agricultural production and natural resources and further complicate the challenge of reducing poverty.

    Years of continuous cultivation with little or no use of external inputs to restore soil nutrients has resulted in a situation in which crop production in a number of African countries is now limited by nutrient deficiencies – nitrogen, in particular, which is crucial to healthy plant growth. This widespread problem has been described as a “nitrogen drought”. Attempts to remedy this situation using only organic inputs have largely failed to keep up with the rate of nutrient loss.

    Successful adoption of natural resource management technologies requires that important fundamentals of property rights be established. Because disputes over property rights occur universally, the ability to successfully defend one's rights to property exercises a central influence on the tenure security necessary for technology adoption. However, defending rights to property rests upon the possession of evidence that is readily available and widely regarded as legitimate.

    Over the coming decades, global change will have an impact on food and water security in significant and highly uncertain ways, and there are strong indications that developing countries will bear the brunt of the adverse consequences, particularly from climate change. This is largely because poverty levels are high, and developing-country capacity to adapt to global change is weak.
