    This paper starts from the assumption that the process of reform is as important as the content of the reform. Many excellent land policies, laws and technical reforms have been developed, yet, in many cases, implementation has slipped, stalled or has even been reversed. The paper argues that an understanding of land issues and the reform process from a governance and political economy perspective offers insights that can not only improve the design of reforms, but can also offer tools to support implementation.

    The Bangkok-based Sino-Thai company Choern Pakard Group (CP Group), Asia's largest and most prominent agro-food/feed corporation, has led an industrial maize contract farming scheme with (ex-)poppy upland smallholders in Shan State, northern Myanmar to supply China’s chicken-feed market. Thailand, as a Middle-Income Country (MIC) and regional powerhouse, has long-tapped China’s phenomenal economic growth and undersupplied consumer demand.

    Myanmar has recently positioned itself as the world’s newest frontier market, while simultaneously undergoing transition to a post-war, neoliberal state. The new Myanmar government has put the country’s land and resources up for sale with the quick passing of market-friendly laws turning land into a commodity. Meanwhile, the Myanmar government has been engaging in a highly contentious national peace process, in an attempt to end one of the world's longest running civil wars.

    ABSTRACTED FROM EXECUTIVE SUMMARY: Half a decade into the global land rush, land-intensive investment throughout Southeast Asia continues to confront social and environmental issues such as land conflict and improperly regulated forest conversion. This study uses publicly available financial and spatial data to examine the geography of land-intensive investment in Southeast Asia, and to identify the limits imposed by problems with data availability.

    To date, REDD+ projects in Laos have made relatively conservative choices on driver engagement, focusing on smallholder-related drivers like shifting cultivation and small-scale agricultural expansion, to the exclusion of drivers like agro-industrial concessions, mining concessions and energy and transportation infrastructure. While these choices have been based on calculated decisions made in the context of project areas, they have created a pair of challenges that REDD+ practitioners must currently confront. The first is lost opportunity.

    Successful development experiences have demonstrated the greater efficiency achieved with a growth strategy based on small and medium-scale farmers (SMFs). This study is sought to identify potential agribusiness models for enhancing inclusive growth through NGOs partnerships with SMFs in Myanmar. The paper illustrates that agricultural sector in Myanmar is characterised by already high land inequality and landlessness, and low productivity of most SMFs.

    This paper presents the case of World Bank support to the mass titling component of the Cambodia Land Management and Administration Project. This was a project for which there was clear national demand, as evidenced by the fact that the Cambodian government had already attempted to implement mass titling a decade previously, but had lacked the human and technical resources to complete it. The case describes a consensus between donors and a host nation government during the planning and approval of the intervention, which dissolves into conflict during implementation.

    ABSTRACTED FROM THE OPENING PARAGRAPHS: In this paper we examine the Cambodian conception of power in order to shed light on the nature and functioning of Khmer political culture. This is not to make the point that the Cambodian language has a number of words for different aspects of power (as does English), but rather to explicate how Cambodians understand the personal basis of social power, how social power obligates individuals, and how this understanding translates into political power through the influence it has on individual (and group) behaviour towards holders of power.
