This country level analysis addresses land governance in Laos in two ways. First, it summarises what the existing body of knowledge tells us about power and configurations that shape access to and exclusion from land, particularly among smallholders, the rural poor, ethnic minorities and women. Second, it draws upon existing literature and expert assessment to provide a preliminary analysis of the openings for and obstacles to land governance reform afforded by the political economic structures and dynamics in the country.

In Vietnam, a quasi-private property regime has been established in 1993, with the issuance exchangeable and mortgageable land use right certificates. Using primary qualitative and quantitative data, this paper investigates the role of the titling policy in fostering the use of soil conservation practices by upland farmers in the northern mountains region. There, population growth and growing market demands have induced farmers to intensify agricultural production onto steep slopes.

Over the last decade the Vietnamese government has instigated land reforms thatrecognise the household as the basic unit of production and allocate land use rights tohouseholds. Under the 1993 Land Law these rights can be transferred, exchanged, leased, inherited, and mortgaged. This Land Law provided the foundation for thedevelopment of a market for land use rights. During 2001, 400 farm households weresurveyed in four provinces in Vietnam.

This paper explores the economics of land degradation in the rice-shrimp system inthe Mekong Delta of Vietnam. A bioeconomic NPV model was developed toevaluate and compare the long-term benefits of alternative production choices andfarm technologies. There is an alternative rice-shrimp technology emerging inVietnam that does not have the same land degrading impacts as the 'traditional'system, however the high capital outlay and risk associated with such technologypresents its own problems.

This paper discusses the economic implications of the preferential trade agreements that New Zealand is currently negotiating, using a computable general equilibrium modelling framework. The New Zealand dairy industry is a particular focus in the results, which come from the GTAP model produced by Purdue University.

This paper examines the efficiency and welfare impact of landholdings in rural Vietnam. We utilize panel data set from field surveys which have been carried out from 1997 to 2007 in Red River Delta and Mekong Delta. We find no support for the hypothesis that small farmers in the north survey area have an advantage of efficiency in rice production. Since, although we confirm the inverse relationship between the land productivity and farm size, the average costs have increased rapidly as farm size have decreased.

The use of mathematical models to describe the interactions of variables is useful in modern management. In this paper, a 'mixed' model combining the knapsack problem, a household model and a form of spatial equilibrium model into a modelling framework is developed. The impacts of changes in off-farm wage rates, transaction costs in the rental market, the output prices of paddy crops, and land transactions were examined in the model.
