    Leafy spurge is an exotic, noxious, perennial weed which is widely established in the north central United States and is an especially serious problem in the northern Great Plains (Bangsund et al. 1999). In 1997, the Agriculture Research Service and Animal Plant Health Inspection Service, U.S. Department of Agriculture, initiated a major Integrated Pest Management (IPM) research and demonstration project to develop and demonstrate ecologically based IPM strategies that can produce effective, affordable leafy spurge control.

    Through the utilization of qualitative methods such as archival analysis, semi-structured interviewing, comparative and extended case studies, and observation, this paper closely examines two related Alaska Native communities. Our purpose is to document the impact of the Alaska Native Claims Settlement Act of 1971 (ANCSA) on land tenure, land use, and community structure.

    This nation-scale, watershed-level analysis focuses on the major trends and the spatial pattern of land use and the impact on watershed health. We estimate a simultaneous equation system to analyze the impact of land use on aquatic health in watersheds across the United States.

    African-Americans as a group went from owning almost no land in the United States after the Civil War to peaking at 15 million acres by 1920. In that year, 14% of all US farmers were black. Of these 926,000 black farmers, all but 10,000 were in the South. By 1997, fewer than 20,000, or 1% of all farmers, were black, and they owned only about two million acres. The loss of landownership and farming operations has contributed to the poverty of many rural communities in the South.

    This paper formulates an information measure for changes in asset values and applies the formulation to farmland values in the United States for 1960-99. The results indicate that changes in asset values contained significant information following the Russian wheat sale in the early 1970s and the financial crisis in agriculture in the mid 1980s. Further, information about preceding year's asset value largely explains the regional distribution of current year's farmland values.

    The pattern of landownership in the rural African American community represents the mirror opposite of the trend in black land acquisition 100 years ago at the dawn of the twentieth century. Remarkable levels of acquisition have been replaced by extraordinary levels of land loss in the past half-century or so. Today, African American farm owner-operators on little more than 2 million acres of land in the United States. Land loss in rural African American communities far exceeds farmland lost by white farmers.

This discussion has engaged the Superfund community for several years. Despite this apparent interest in linking cleanup with land use, however, surprisingly little analysis has been done on what role land use already plays in selecting remedies.

    Changes in the use of land in the United States produce significant economic and environmental effects with important implications for a wide variety of policy issues, including protection of wildlife habitat, management of urban growth, and mitigation of global climate change. In contrast to previous descriptive and qualitative analyses of the trends in national land use, this paper uses an econometric approach to isolate the importance of historical changes in land-use profits and key government policies in determining national land-use changes from 1982 to 1997.
