The new baseline report on ActionAid's Women's Land Rights Project highlights the need for indigenous women in Guatemala, Dalit women in India, and rural women affected by HIV and AIDS in Sierra Leone to gain actual realisation of their land rights. The report suggests that through the implementation of land-related laws and policies that are progressive; the review or reform of retrogressive ones; and the enactment of missing gender-sensitive laws and/or policies, the tide could be turned on the enjoyment of women’s land rights.

This expanded edition presents regional and country perspectives on access to land for the rural poor from the eight countries-Bangladesh, Cambodia, India, Indonesia, Nepal, Pakistan, Philippines and Sri Lanka. It makes assessments of land reforms and their implementation, and the legal frameworks and conditions necessary to advance land rights. The publication also examines the changing roles of government, the private sector, NGOs and civil society in influencing agrarian reform and sustainable development for the rural poor.

Earlier this month, tens of thousands of people in India were marching for land rights. The marchers wanted the government to assure them that they will be given secure rights to agricultural land, homestead rights for landless people, tribunals to resolve land-related cases, and that the National Land Reforms Policy would be presented for public debate within six months. The government agreed to these and other provisions, including implementing the Forest Rights Act and setting up a Task Force on Land Reform – this brought the march to a halt. Here is the agreement.

This research was undertaken to understand how information about a new agricultural technology is transmitted through social networks, and what effect information gained through social networks has on technology demand at the household level. The technology in question is laser land leveling (LLL)-a resource-conserving technology-which we introduced in eastern Uttar Pradesh, India as part of the study. Using an experimental auction, we obtain farmers’ willingness-to-pay for the technology and identify potential adopters.

Demand heterogeneity often makes it profitable for firms to price and promote goods and services differently in different market segments. When private consumption brings public benefits, this same heterogeneity can be used to target public subsidies. We explore the design of public–private targeting and segmentation strategies in the case of a resource-conserving agricultural technology in India.

Secure land rights are a critical, but often overlooked, factor in achieving household food security and improved nutritional status in rural areas of developing countries. This study evaluates the impact of India’s land-allocation and registration program in West Bengal, a program that targets poor populations and promotes the inclusion of women’s names on land titles.

Unequal access to natural resources, especially to land, is a major issue that lies at the heart of social movements throughout the world. Population growth, development models and intensive agriculture are transforming many regions into battlegrounds where conflicts are waged over natural resource use, damaging the lives of the farmers who depend on such  resources. In India, the Ekta Parishad movement was created during the 1990s to support and defend the landless in a country marked by significant land pressure and where 70% of the population lives in rural areas.

Public agricultural extension systems often fail due to inadequate consultation of farmers about their information needs and poor understanding of their information search strategies. In discussing and implementing extension programs and advisory services, the following questions need to be addressed: What information do the farmers need? How and where do they search for information? What factors determine their search behavior? How much are they willing to pay for information?
