Spatial and temporal attributes of watersheds and the associated market failuresthat accelerate degradation of agricultural and environmental resources requireinnovative institutional arrangements for coordinating use and management ofresources. Effective collective action (CA) allows smallholder farmers to jointlyinvest in management practices that provide collective benefits in terms ofeconomic and sustainability gains. The Government of India takes integratedwatershed management (IWM) as a key strategy for improving productivity andlivelihoods in the rain-fed and drought-prone regions.

Indian agriculture is characterized by the predominance of smallholders. This paper seeks to examine the access of small holders to agriculture credit in the context of financial sector reforms in India in the nineties. It explores the role of institutional and non institutional agencies in extending agriculture credit to the smallholder and the ground realities as revealed by recent data sets. The nineties also saw the unfolding of the largestmicrofinance programme in the world in India.

Recognition of the potentially deleterious implications of high inequality of opportunity due to a biased asset distribution has led to increased interest in land reforms. However, little attention has been devoted to the potential longer-term impacts of the measures used to implement such reforms, despite evidence that, the restrictions on land rental in rural areas they imply can have potentially far-reaching consequences.

Transgenic pest-resistant varieties are hypothesized to reduce farmers’ demand for on-farm diversity through an act of substitution, as both serve as production risk reducing instruments. This adverse agro-biodiversity impact of technology adoption might be partially counteracted by an expanding seed sector, supplying a large number of transgenic varieties. The case of Bt cotton in India is taken for empirical illustration. The production function analyses show that both Bt technology and on-farm varietal diversity enhance yield, while reducing the production risk.

A dynamic and non-linear bioeconomic model, incorporating both economic and biophysical aspects was developed for a micro-watershed to assess the impact of key watershed management technological interventions (like HYVs and soil and water conservation structures) on social well being of rural poor and condition of natural resource base.

Despite strong beliefs that property titling and registration will enhance credit access, empirical evidence in support of such effects remains scant. The gradual roll-out of computerization of land registry systems across Andhra Pradesh’s 387 sub-registry offices (SROs) allows us to combine quarterly administrative data on credit disbursed by all commercial banks for a 11 year period (1997-2007) aggregated to the SRO level with the date of shifting registration from manual to digital. Computerization had no credit effect in rural areas but led to increased credit-supply in urban ones.

India has an estimated area of 129 million ha of wasteland, which can be used for providing sustainable livelihood for millions of rural unemployed. An evaluation of enhancing income and employment generation and environmental externalities due to plantations on wastelands through cooperatives and self-help groups was done. The development process was set up in leased degraded lands in three north Indian states of Madhya Pradesh, Uttar Pradesh and Rajasthan. The capacity building processes like savings and micro-enterprise skills empowered resource-poor farmers.

Despite the fact that land rental is restricted to varying degrees in India, the participation in this market is widespread and it is observed to operate relatively efficiently in 12 villages studied in Andhra Pradesh and Madhya Pradesh. The estimated probit models predicted that the rental market transferred land to those with relatively smaller holdings, but greater ability to make productive use of land, more assets to invest, more adults available for labour and fewer off-farm opportunities.
