    These Regulations impose upon local authorities involved in free economic zones the duty: (a) to carry out assessment of the impact on the environment of activities in the zones; (b) improve the zones through land use planning; (c) specify obligations of the contracting parties in economic contracts. The local authorities may formulate local supplementary environmental standards. Article 6 requires foreign enterprises to employ environmentally friendly technology. Article 9 deals with permits for the discharge of polluting substances. (13 articles)

    This Law is formulated for the purpose of the prevention and control of soil erosion, the protection and rational utilisation of water and soil resources, the mitigation of disasters of flood, drought and sandstorm, the improvement of ecological environment and the development of production. "Water and soil conservation" means preventive and rehabilitative measures taken against soil erosion, which is caused by natural factors or human activities.Chapter I General Provisions, includes the procedures of the water and soil conservation work.

    "Transfer of forest resources" refers to the economic activities to transfer the ownership of woods and the right of use of the forest land (wildlife, mineral resources and underground matters are not included) from one to another. Timber forest, groves of bamboo, economic forest and fuel forest are transferable (art. 5). The forests in scenic spot, historic site and in natural reserve or protected areas are not transferable; it is forbidden to transfer the forest, which have unclear or disputable ownership (art. 6).

    This Act is enacted to prevent soil and groundwater pollution, to ensure sustainable use of the land and groundwater resources, to improve the living environment, and to enhance public health. It consists of 8 Chapters divided into 51 articles. Article 2 gives definitions of the terms used in this Act, e.g. soil pollution, groundwater pollution, pollutants, polluter, soil pollution monitoring standards, etc. The Act establishes the prevention and redemption measures in Chapter two, the investigation and assessment measures in Chapter three, and the control measures in Chapter 4.

    The purpose of this Decree is to prescribe matters necessary for the enforcement of the Soil Environment Conservation Act.The Minister of Environment shall formulate a basic plan for soil conservation and a regional soil conservation plan (art. 4). In case where the State, a local government or a soil-related specialized agency inflicts loss to other persons it shall compensate for such loss under the conditions as determined by article 5.
