    A joint Transparency International and FAO Working Paper draws attention on corruption in land tenure and administration. Unprecedented pressures on land have been created as new areas are cultivated, taken over by expanding urban centres or are abandoned due to degradation, climate change and conflict. These developments have strained the rules, processes and institutions that determine which land resources are used, by whom, for how long and under what conditions. As evident around the globe, where land governance is deficient, high levels of corruption often flourish.

    The six case studies in this book were prepared as background studies for a synthesis report on land administration and reform in Sub-Saharan Africa (SSA). Collectively they cover two main areas of land governance: reforms in redistributing agricultural land; and reforms in land administration. The problems in land ownership inequality and poor land administration are defined and the question of why reforms are necessary is addressed. The first two case studies focus on reforms in redistributing agricultural land in Malawi and South Africa.

    This publication forms a part of a two volume training package on Tools to Improve Transparency in Land Administration. The training package comprises a Training Toolkit and a Trainers' Guide. The first provides content and the latter training methods. The publication is a product of a series of training workshops implemented across Sub-Sahara Africa, South and South East Asia.
