Greenhouse gas emissions are largely determined by how energy is created and used, and policies designed to encourage mitigation efforts reflect this reality. However, an unintended consequence of an energy-focused strategy is that the set of policy instruments needed to tap mitigation opportunities in agriculture is incomplete. In particular, market-linked incentives to achieve mitigation targets are disconnected from efforts to better manage carbon sequestered in agricultural land.

In the 1990's, urban demand for housing land around city-agglomerations increased rapidly. Additionally, the decreasing profitability of agricultural production caused farmers, who are able to freely decide on land turnover, to be interested in land sale for non-agricultural purposes. At the same time, Polish counties received the status of self-governments, which then imposed their will upon local economic development. In this way, counties became responsible for land management as well, and started supporting the process of land conversion, perceived as a factor of the above development.

Due to the approaching EU accession and the possible subsequent institutional changes, there is an increased demand for knowledge on production opportunities and threats. In addition there are immediate concerns on the relation between agricultural production and the environment. One major concern is the abandonment of agricultural land.

The purpose of this paper is to present a new concept of farm nature plan, which is one of the possible directions, how to ensure a complex approach to landscape management. The new concept, which was recently introduced in several European countries, was studied on three organic farms in Denmark. The most widely perceived strength of the concept is the delivery of specific information and knowledge to individual farm conditions, opening a dialogue with the farmer, and searching for common objectives of farm production and nature conservation.

We have established existing problems in the realization of rent relations at present time.

Land market has started to develop extremely in the Czech Republic since 2002. The annual sale and purchase of estates represented 0.2% of the total land resources between 1993-2001. The sale and the purchase represented 2.9% of total land resources after 2002 and especially after the EU accession of the Czech Republic. These values of sale are the highest from the EU countries. On the other side, land prices decreased slightly in comparison with the prices before the EU accession. Prices of agricultural land are significantly lower than in the EU-15.
