The Land Administration Project's outcome is rated as satisfactory, sustainability as likely, institutional development impact as modest, Bank performance as satisfactory, and borrower performance as satisfactory. The key lessons learned include: 1) Land administration, particularly in societies with large indigenous populations, is complex. 2) Project studies by themselves do not guarantee progress on policy and institutional reforms and more direct linkage to the project activities is required up front.

The project will contribute to the intensification of rainfed agriculture, the expansion of agricultural exports, the alleviation of poverty, and improved land use. It will pursue these aims by strengthening the capability of the Agricultural Land Reform Office (ALRO) to implement a series of land reform and development projects on encroached public lands and by demonstrating the viability of a land reform and infrastructure development model in an initial set of nine land reform areas (LRAs) of 192,000 ha affecting some 35,000 low-income families.

Ownership security and land rights are important incentives to increasing land productivity and hence land value. This paper reviews the development of formal and informal land rights in Thailand over time and describes the present situation in which a significant amount of land is occupied by farmers without legally secured land rights in areas classified as forest reserves. A review of the literature on the economic implications of land rights suggests that farmers lacking secure ownership will have less incentive to invest.

It pays PAPs who are legal users with permanent rights to use the affected land, replacement costs for acquired land, crops and forest produce, and productive trees. Legal users with temporary rights will receive the same compensation described and also be allowed to opt for either cash assistance for affected land corresponding to 30 percent of the replacement costs of affected land or cash assistance for lost income from affected land.

Customary land titling has made been possible for the first time in Vietnam under the country's newly revised Land Law. This policy brief highlights the key findings and recommendations arising from Government-donor discussions on the implementation of customary titling - an approach to land tenure and management which finds strong and growing support in many other countries. In Vietnam, as elsewhere, customary titling largely concerns areas of forest land held or claimed by ethnic minority groups, and therefore needs to be approached with sensitivity.

Land and property are usually the most important physical assets for poor households. In low-income countries served by the World Bank's International Development Association (IDA), land reform is an important part of IDA's overall effort to address poverty and growth constraints, foster better environmental management, and promote gender equality. It also helps societies rebuild after conflicts and natural disasters, such as in Sri Lanka and Aceh, Indonesia.
