    Green energy (and/or renewable energy) requires large areas of land to operate, often more so than energy generated from fossil fuels. The acquisition of land comes with accompanying corruption risks which can lead to challenges such as land grabbing and illegal displacement of communities. To help mitigate corruption risks and their consequences, strong regulatory oversight and rigorous licensing requirements are needed, as well as transparency and community-based approaches to ownership of green energy projects.

    This document is the Resettlement Policy Framework (RPF) for the second Lao Road Sector Project Additional Financing (LRSP2-AF, AF, or the Project) and is being proposed for possible financing from the World Bank (WB). The proposed Project (LRSP2-AF) builds on the achievements of the second Lao Road Sector Project (LRSP2) and is being prepared to support the Government of Lao PDR (GoL) in the management of the Lao road network. The Project will finance civil works in the form of routine and periodic maintenance and spot improvement to strengthen road climate resilient.

    Investing in land, and in activities requiring land, occurs around the world. As a broad category, “land and investments” encompasses a wide range of scenarios: investments may be small or large in terms of the amount of money invested and scale of the land acquired. Investments may be undertaken for activities ranging from agriculture or forestry to infrastructure, extractive projects, renewable energy, or even tourism; and may involve a variety of actors, such as local smallholders, national governments, local investors, or foreign corporations, among others.

To spur economic growth, the Lao government builds on a resource-based export economy, major mining projects, the constructions of dams, and the expansion of plantation agriculture.     An agreement between the Zimbabwean Government and the Commercial Farmers Union on compensation for land taken from white farmers was finally agreed on 29 July 2020;20 years after the land reform programme began. There had been previous attempts;but the science of asset valuation is far from exact. The issue had blocked international recognition of the Zimbabwean Government. Looks at the detractors and sceptics and asks how the agreed sum of US$3.5 billion will be paid for. Believes this is an immensely important step in a long-running and frustrating saga.
