    This policy brief examines the manner in which Reducing Emissions from Deforestation and Forest Degradation (REDD) pilot projects have been undertaken in Indonesia and Peru. The research data summarized within the brief was gathered using a method known as Fair and Efficient REDD Value Chain Allocation (FERVA). The FERVA analysis is used to capture the perceptions and expectations of REDD stakeholders at the preliminary stages of REDD initiatives; it also informs stakeholders of the different functions of the REDD value chain.

    The Praedial Property Registration system has been presented as an alternative system to traditional registries for the formalization of immovable property. Much of the earlier design and pilot work for the Praedial Property Registration system was done by the Peruvian private organization, Instituto Libertad y Democracia (ILD). They claim that in Peru they "have formalized over 150,000 properties much more quickly, and at dramatically less costs, than traditional titling and registration programs" in three-and-a-half years during the early 1990s.

    This working paper, published by the World Resources Institute, looks at efforts in Cameroon, Indonesia, and Peru to invest in the infrastructure and capacity to track the impacts of changes from from forest and land-use-based climate change mitigation actions. The paper focuses on the development of forest and land-use information systems (FLUIS), specifically the institutional, human resources and financial capacities of the three countries. After introducing the topic, the paper focuses on each of the three country contexts, illustrating examples of FLUIS.

    This paper reviews the literature to identify the relationship between tenure security and food security. The literatures on tenure issues and food security issues are not well connected and the scientific evidence on the causal links between tenure security and food security is very limited. The paper explores the conceptual linkages between land tenure reforms, tenure security and food security and illustrates how these vary across diverse contexts.

As delegates negotiated a global deal aimed at averting catastrophic climate change, a parallel human rights crisis is still unfolding in Peru and around the world. An increasing number of people on the frontline of the fight to protect the environment are being killed.

    Since 2007, it has been hoped that REDD+ would deliver on the 3E+ criteria (effectiveness, efficiency, equity, social and environmental co?benefits) for strategies to reduce greenhouse gas emissions. This report highlights that the early enthusiasm for REDD+ has dissipated among some stakeholders – this is largely attributed to the failure to attain an international climate change agreement.

    Land liberalisation policies and programmes based on giving individual property rights implemented in the last decades have not produced the expected results in improving rural peasant and/or native livelihoods in Andean and African countries. Previous studies have found mixed results, with more recent literature showing that these programmes were ineffective in increasing productivity, input use or access to credit.

    This comparative study highlights that rainfall variability and food insecurity are key drivers for human mobility. The empirical research is based on eight country case studies, including a 1,300 household survey and participatory research sessions involving 2,000 individuals. The results reveal that migration is an important risk management strategy for vulnerable households. Land scarce households trying to cope with food insecurity send migrants during the hunger season to find food or money to buy food.
