    Who can access and use the land? The answer to this age-old question is changing fast in many parts of rural Africa. Land that used to be allocated within the community by chiefs is now increasingly changing hands in more diverse ways. The wealthy and well-connected within the community or from further afield are frequently able to override local statutory or customary land rights, dispossessing the previous occupants or forcing them to divide their already small plots of land.

À l’heure où les gouvernements s’engagent, une fois de plus, à augmenter les superficies irrigables, il a semblé pertinent d’analyser, conformément aux lignes directrices de la CEDEAO, les résultats obtenus sur des grands périmètres aménagés dans les années 80 et 90 afin d’en tirer les leçons pour les aménagements futurs.

    The development of irrigation is one of the priority strategies in the Sahel countries to tackle poverty and food insecurity. At a time when governments are once again committing to increase irrigable areas, it seemed relevant to analyze, in line with the ECOWAS guidelines, the results achieved in large irrigated schemes developed in the 1980s and 1990s to draw lessons for future developments.

    The ways in which people obtain land in Uganda are changing fast. Land that used to be secured through inheritance, gifts or proof of long-term occupancy is now more commonly changing hands in the market. Those with wealth and powerful connections are frequently able to override local rules and gain access to land at the expense of poorer individuals. Government-backed agribusiness investors receive large areas of land with benefits for some local farmers who are able to participate in the schemes, while other smallholders see their land access and livelihoods degraded.

    Charcoal is the main cooking energy source for people living in Maputo city. It is also a crucial source of income for rural producers in Mabalane district, a key supplier of Maputo’s charcoal. But Mabalane’s forests — which provide the wood for charcoal — also supply rural populations with construction materials, firewood and food. Our research shows that the lack of community management in Mabalane’s charcoal trade has disadvantaged communities, widening income inequality and causing ecological depletion.

This report provides an overview of trends, evidence and issues related to the impacts on forests of Chinese investments in four African countries: Cameroon, Democratic Republic of Congo, Mozambique and Uganda.
