   On August 25, 2009, the 13th Government of the Palestinian Authority (PA) presented a program entitled "Palestine: ending the occupation, establishing the state" (hereafter referred to as the program) outlining several national goals, including the achievement of 'economic independence and national prosperity'. The program accords high priority to the development of the public institutions of the PA in order to achieve the stated national goals.

   This report assesses the legislation of Sudan relating to land tenure and administration (see the list in the Annex to this report) against the provisions of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (the VGGT). The assessment is structured along a set of indicators from the VGGT that were considered most relevant for the legal framework on governance of land tenure in Sudan.

   Le foncier est une question à la fois stratégique et centrale dans les processus de développement, et pour cause : la terre avec ses immenses ressources qu’elle englobe, est le premier intrant de la production. A ce titre, elle permet de répondre aux enjeux multiples qui ont pour noms : sécurité alimentaire, emploi agricole surtout pour les jeunes, exportation, etc.

   C’est pourquoi la Commission de l’UEMOA s’est très tôt intéressée au foncier dans tous ses aspects, car étant une des questions au cœur du processus d’intégration communautaire.

The paper does not argue that thee is a gap of literature on the conflicts in the Horn of Africa. The argument it is trying to present is taht many of the works on the subject taht the author has consulted and reviewed concentrate on conflict markers such as ethnicity, region, religion, etc.

   In conflict situations, peace settlements and cease-fire agreements may often, end violent conflicts, but do not prevent renewed violence or guarantee a permanent end to conflicts.5 According to the World Bank, chances that renewed conflicts will erupt are high and even higher when control over natural resources is at stake.6 In the past two decades alone, Africa has experienced violent conflicts with successive cease-fire agreements and peaceful settlements, which have often been followed by outbreaks of new conflicts.

    Les terres collectives font l’objet depuis 2014 de plusieurs débats autour de la réforme de leur gestion. Trois nouvelles lois les concernant depuis fin 2019 promeuvent leur privatisation, appelée aussi melkisation, en favorisant l’investissement agricole par les ayants droit et l’ouverture aux investisseurs privés. Cet article propose une analyse croisée du processus politico-juridique de cette réforme et des réalités locales envisagées en termes d’accaparement de terres par les ayants droit.
