    These Regulations amend the Compulsory Purchase of Land (Prescribed Forms) (National Assembly for Wales) Regulations 2004 by inserting new Form 9A and replacing Forms 10 and 11. The amendments apply in relation to a compulsory purchase order which is made by the Welsh Ministers or which is subject to confirmation by the Welsh Ministers. Form 9a concerns the Statement of Effect of Parts 2 and 3 of The Compulsory Purchase (Vesting Declarations) Act 1981.

    These Regulations make provision for the selection, designation, registration and notification of sites to be protected under the Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora. These Regulations also implement aspects of the Marine and Coastal Access Act 2009. They make provision in respect of European sites for: (a) control of damaging operations caused by human activity; (b) special nature conservation orders and restoration orders; (c) byelaws of the appropriate nature conservation body; and (d) compulsory acquisition.

    This assessment focuses on three main services that plant protection impacts on soil can significantly affect: provisioning services for food, fibre, and fuel supply and regulating services for water quality and erosion. The Global Soil Partnership (GSP) at its 2016 plenary session requested that the Intergovernmental Technical Panel on Soils (ITPS) complete “an assessment at global level of the impact of Plant Protection Products on soil functions and ecosystems”. It is an activity under the strategic objective SO2 and indirectly contributing to all FAO strategic objectives.

    These Regulations amend the Infrastructure Planning (Compulsory Acquisition) Regulations 2010. Regulation 3 is substituted and an new regulation (3A) inserted. Regulation 3 prescribes the form of a compulsory acquisition notice, a prescribed statement and information for purposes of section 134 of the Planning Act 2008. Regulation 3A requires the Secretary of State to review the operation and effect of regulation 3 (and the associated forms) in the 2010 Regulations.

    These Regulations implement the requirements of the Directive 2011/92/EU as amended by 2014/52/EU for environmental impact assessment procedures in the context of the nationally significant infrastructure regime which extends to England and Wales and for limited purposes to Scotland. To the extent that these Regulations implement the Directive in relation to this regime, they extend to Wales and Scotland.

    These Regulations amend the Land Reform (Scotland) Act 2016 by inserting a new paragraph (3A) into section 19 of the Act to require the Scottish Ministers to send a copy of the statement of accounts provided by the Commission to the Auditor General for Scotland for auditing. Part 2 of the Act establishes the Scottish Land Commission (“the Commission”). Section 19 of the Act makes provision regarding the accounts of the Commission.

    These Regulations make provision in relation to bringing into force sections 83 (core path plans) and 84 (access rights: service of court applications) of the Land Reform (Scotland) Act 2016. They also make transitory provision so that the references to “a repairing tenancy” inserted into various enactments by the provisions of schedule 1 are to be ignored until such time as section 92 of the 2016 Act comes into force for all purposes.

    These Regulations amend the Neighbourhood Planning (General) Regulations 2012 so as to, among other things: insert a new definition to explain what a modification proposal is, in relation to a neighbourhood plan, and with respect to the procedure for making a neighbourhood development plan in Part 5.
