    Access to land is deeply important in rural India, where the incidence of poverty is highly correlated with lack of access to land. Mearns provides a framework for assessing alternative approaches to improving access to land by India's rural poor.

    This is a working paper. The purpose of this paper is to provide an overall framework for the critical assessment of alternative approaches to improving access to land by the rural poor in India , as part of a broader strategy for reducing poverty through rural growth. Viewing persistent constraints on access to land in their historical context, the paper considers India’s record in implementing land reforms, and identifies the elements of a new, complementary approach to improving access to land by the rural poor.

    Developing countries allocate scarce government funds to investments in rural areas to achieve the twin goals of agricultural growth and poverty alleviation. Choices have to be made between different types of investments, especially infrastructure, human capital and agricultural research, and between different types of agricultural regions, e.g., irrigated and high- and low-potential rainfed areas. This paper develops an econometric approach and provides empirical evidence on the impact of government investments in rural India using district-level data.

    A concise summary of the state of knowledge and experience concerning sustainable forest management, prepared as an input to the World Bank's Forest Policy Implementation Review and Strategy. An overview of experiences gained from different forest management systems is given, followed by a discussion of the outlook for forest resources and for forest product markets. Market, policy and institutional failure is analysed and appropriate responses are outlined. Finally, approaches to international co-operation are discussed.

    The Kol tribals of Chitrakoot district live a life of abject poverty, exploitation and almost complete subjugation to the feudal landowners, locally known as Dadus. A local civil society organisation, the Akhil Bhartiya Samaj Sewa Sansthan (ABSSS) has adopted a multi-pronged approach to simultaneously address three sets of issues which it felt were crucial for improving the lot of the Kols.

    The report was produced by National Sample Survey Organisation (NSSO), Government of India on Common Property Resources (CPR) in rural areas of the country, as part of its 54th Round survey conducted during January-June, 1998.

    It presents a brief introduction to the perspectives and discussed on the definitions and concepts of CPR.  The enquiry aimed at providing certain basic statistics on the size of CPRs, type of benefits derived and the magnitude and proportion of households making use of CPRs.
