Between 1978 and 1984, a massive shift from collective to household agricultural production took place in China. These incremental reforms, which Deng Xiaoping called "crossing the river while feeling the rocks," eventually gave 95 percent-160 million rural Chinese families-the right to oversee household plots, leading to stunning gains in productivity.1 Despite the success of the HRS, the enhancement of property rights is an ongoing reform process. Landholders depended on tenure agreements that could be changed at any time.

This paper considers two land tenure modes. leasehold and freehold. and models housing maintenance incentives under land tenure security in Japan. Compared with freeholders, leaseholders are equally likely to remain in the premises, but spend less on home maintenance, because leaseholders are not full residual claimants, even under land tenure security. The empirical results show that maintenance expenditures of leaseholders are about 30% lower than those of freeholders in the Japanese residential land market.

Vegetation restoration is one of the most common and effective ways to combat desertification and prevent adjacent areas from sand encroachment in many of the desertified regions of the world. However, vegetation restoration in desertified regions is very difficult because of low rainfall, the mobile ground surface, and cost. An effective, low-cost method of afforestation is urgently required. To determine such a method, a 10-year study was carried out in the Jilantai Salt Lake area.

These programmes on one hand serve to promote availability of internationally comparable data on the structure of agriculture; on the other hand they provide methodological guidance to countries in collecting data, following standard concepts, definitions and classifications.

The Programme for World Census of Agriculture 2000 was the sixth prepared by FAO for encouraging countries to undertake an agricultural census with standardized international concepts, definitions and methodologies. The programme covered the censuses carried out during the decade (1996 – 2005). Some 122 countries carried out an agriculture census during the decade and 114 countries made available their census reports to FAO. This publication is a methodological review of the agricultural censuses conducted within the framework of the Programme for World Census of Agriculture 2000.
