    Between 1978 and 1984, a massive shift from collective to household agricultural production took place in China. These incremental reforms, which Deng Xiaoping called "crossing the river while feeling the rocks," eventually gave 95 percent-160 million rural Chinese families-the right to oversee household plots, leading to stunning gains in productivity.1 Despite the success of the HRS, the enhancement of property rights is an ongoing reform process. Landholders depended on tenure agreements that could be changed at any time.

    Focusing on water resources and irrigation, this paper documents a talk by Michael Lipton exploring approaches to poverty alleviation in developing Asia. The talk discusses the findings of a recent paper ‘Pro-poor intervention strategies in irrigated agriculture in Asia: poverty in irrigated agriculture - realities, issues, and options with guidelines’. It looks at a number of topical issues such as irrigation in relation to access and global poverty, irrigation corruption, and sustainability.

    Economic reforms in rural China have stimulated the development of land and labour markets. The increasing importance of these two markets suggests that they might be closely inter-related, but proper statistical tests are lacking. This paper examines the factors that determine the participation of farm households in land renting and migration, and investigates whether participation in land renting and migration influence each other, using a seemingly unrelated bivariate probit regression.
