This paper represents part of an area of work which analyses the linkages between rights to land and water. An initial scoping paper explored the interface between land and water rights (LSP Working Paper 10: Hodgson, S. (2004). “Land and water – the rights interface”). It is complemented by two regional analyses: this Working Paper and LSP Working Paper 25: IIED. (2006). “Land and water rights in the Sahel: Tenure challenges of improving access to water for agriculture”.

Savannas are extremely important socio-economic landscapes, with pastoralist societies relying on these ecosystems to sustain their livelihoods and economy. Globally, there is an increase of woody vegetation in these ecosystems, degrading the potential of these multi-functional landscapes to sustain societies and wildlife. Several mechanisms have been invoked to explain the processes responsible for woody vegetation composition; however, these are often investigated separately at scales not best suited to land-managers, thereby impeding the evaluation of their relative importance.

A useful debate is developing over carrying capacity and the degradation of communal rangelands in sub-Saharan Africa. With a few lonely exceptions, scientists and policy-makers have in the past claimed that degradation is universal and livestock productivity lowered because of overstocking on communal range. This position has been mainly dogmatic. More recent research has not supported dogmatists; hence the debate, which impinges on livestock development policy in Botswana.A new livestock development policy is being promoted by the Government of Botswana (Ministry of Agriculture 1991).

Recent arguments have stated that the new livestock development policy will carry a high social cost, that the reality of range degradation in Botswana has been ignored, and that there is no basis for assuming that de-stocking would decrease the productivity of rangeland.

Despite their importance to rural livelihoods, the economic and environmental sustainability of contemporary communal pastoral systems of the Kalahari is increasingly being put under scrutiny. Using data collected from a survey of randomly selected pastoral households from two districts of Ghanzi and Kgalagadi South, Botswana, this paper outlines the major constraints affecting contemporary extensive pastoral systems. Because of the prevailing semi-arid climate, recurrent drought outbreaks were cited as a common challenge in both study areas together with lack of fenced grazing areas.
