The Sustainable Development Goal 15 “Life on land” commits world leaders to work together to achieve land degradation neutrality (LDN) for safeguarding life on land. One of the objectives that comprise LDN is to reinforce responsible governance of land tenure. Land rights are a key factor for achieving LDN. This publication by the UNCCD CSO Panel aims to analyze and highlight the linkages between land rights and land degradation with the objective of offering policy recommendations to enhance land rights for both the prevention of land degradation and the recovery of degraded lands.

Ownership and control over assets such as land and housing provide direct and indirect benefits to individuals and households, including a secure place to live, the means of a livelihood, protection during emergencies, and collateral for credit that can be used for investment or consumption. Unfortunately, few studies - either at the micro or macro levels- examine the gender dimensions of asset ownership. This paper sets out a framework for researchers who are interested in collecting data on individual level asset ownership and analyzing the gender asset gap.

Household-Level Evidence from the Chengdu National Experiment
Documents de politique et mémoiresaoût, 2015Chine, Asie orientale, OcéanieAs part of a national experiment in 2008, Chengdu prefecture implemented ambitious property rights reforms, including complete registration of all land together with measures to ease transferability and eliminate migration restrictions. A triple difference approach using the Statistics Bureau’s regular household panel suggests that the reforms increased consumption and income, especially for less wealthy and less educated households, with estimated benefits well above the cost of implementation.

Key to Rural Income Generation

Green energy (and/or renewable energy) requires large areas of land to operate, often more so than energy generated from fossil fuels. The acquisition of land comes with accompanying corruption risks which can lead to challenges such as land grabbing and illegal displacement of communities. To help mitigate corruption risks and their consequences, strong regulatory oversight and rigorous licensing requirements are needed, as well as transparency and community-based approaches to ownership of green energy projects.

Vietnam in Transition
Rapports et recherchesDocuments de politique et mémoiresdécembre, 2008Viet Nam, Asie orientale, OcéanieAfter decades of war, with a dilapidated infrastructure and millions of people dead, wounded or displaced, Vietnam could have been considered a hopeless case in economic development. Yet, it is now about to enter the ranks of middle-income countries. The obvious question is: How did this happen? This paper goes one step further, asking not which policies were adopted, but rather why they were adopted. This question is all the more intriguing because the process did not involve one group of individuals displacing another within the structure of power.
