Africa's growing demand for food has been met increasingly by imports from the global market. This, coupled with rising global food prices, brings ever-mounting food import bills. In addition, population growth and changing demand patterns will double demands over the next 10 years. Two key issues must be addressed: (a) establishing a consistent and stable policy environment for regional trade in fertilizers; and (b) investing in institutions that reduce the transaction costs of coordination failures.

Access to land is at the heart of rural livelihoods. In sub-Saharan Africa, the pace and scale at which land is changing hands are increasing fast. Across Africa, Asia and Latin America, investors are increasingly approaching rural communities seeking land for logging, mining, and agribusiness ventures. Even in those situations where the investors have followed FPIC guidelines and undertaken a formal “consultation” with the community, these consultations are generally conducted in a context of significant power and information asymmetries. Part of the power imbalance comes from communities’ lack of information about the value of community lands and natural resources.
