The social and solidarity economy (SSE) is an emerging sector of the European economies. It’s importance is demonstrated by millions of employees and significant share of GDP. In recognition of its perceptivity, ministries dedicated to SSE have been established in many countries. However, there is a lively debate about on the definition of SSE itself. Opinions on the role of employment, the relations to governments and attitudes to competitiveness differ from each other. In the first part of my paper a clarification of the conceptual issues will be summarized.

This Act establishes the National Land Fund with the purpose of: a reasonable management of state-owned arable lands, promoting ecological agricultural production and economic efficiency, and creating a modern landed property structure based on family farms. Property rights in regard of the Fund are exercised by the Minister of Agriculture and Rural Development. He has to report annually to the Parliament on the situation of the Fund and of the managing organization.

The purpose of the classification is the determination of the quality of land destined to various uses. There are eight quality classes. A land quality map must be prepared showing the results of the classification process. For this purpose a copy of the cadastral map may be used. Annex 1 lists valuation territories with approximately similar production conditions.

If the discrepancy exceeds the allowable measure, the competent land office must proceed with the verification of data. Further provisions contains detailed rules concerning types of schematic maps regarding changes, measuring activity, area calculation, marking the land parcel line, periodical on-site inspections, format of supplied data.
