    The USAID's Investor Survey on Land Rights aimed to provide a more systematic understanding of the drivers of tenure risk to land-based investments from the perspective of the private sector, and of how investors and operators assess, mitigate and are affected by such risks. The findings from the survey will provide readers with useful insights into the current treatment of land tenure risks in land-based investments.

    As the USAID Land Reform Project in Tajikistan comes to a close this month, there has been an increase in publicity for its achievements. An article highlighting a recent event to celebrate the project’s accomplishments and the work of the Tajik government in advancing land reform was featured in local media and a Feed the Future press release. Feed the Future is the U.S. Government’s global hunger and food security initiative.

    This article focuses on recent policy changes implemented by the Government of Tanzania. The Government has been criticized in local and international media for supporting harmful large-scale land acquisitions. In response, policy makers have placed a cap on transfer size: investors can acquire no more than 10,000 hectares for sugar production and no more than 5,000 hectares for rice production (two key agricultural commodities in the country). But will a cap stop harmful transfers? Maybe, but caps are not necessarily the “major step” that the article suggests.

    The heads of four Rome-based agencies write about the opportunities to align food security initiatives and sustainable development as part of the Rio+20 agenda in a recent post to the Chicago Council on Global Affairs blog, Global Food For Thought. The article mentions the importance of strong tenure systems and notes that countries can use the Voluntary Guidelines for reference in drafting land and other resource administration laws.

    On April 30, USAID Administrator Rajiv Shah will attend a land restitution event in Colombia, where he will witness the transfer of land titles to individuals who have been displaced by the country’s internal conflict. Inequitable land distribution - an estimated 0.4% of the population owns 62% of the country’s best land - was a fundamental driver of the long-running conflict, which has caused an estimated 4 million Colombians to become internally displaced.

    In Forécariah, Guinea, a remote-controlled mini-helicopter provided in cooperation with the United States Geological Survey (USGS) is helping the Government of Guinea and the local community aerially map the most likely locations of diamond deposits. That information will enable miners to lease parcels of land that are more likely to generate a return on their investment, the Government of Guinea to better monitor and regulate artisanal mining, and farmers to grow crops on surrounding land with fewer conflicts.

    Each quarter we will interview an expert whose work touches on aspects of land tenure and resource management. These will include evaluation specialists, country experts or USAID staff.
    Our first interview is with Dr. Lauren Persha, Assistant Professor in Department of Geography at the University of North Carolina at Chapel Hill. Dr. Persha is a member of the core research team of the Impact Evaluation of USAID’s Tenure and Global Climate Change (TGCC) project in Zambia. The Impact Evaluation team’s work was presented at this year’s World Bank Conference on Land and Poverty.
