    A useful debate is developing over carrying capacity and the degradation of communal rangelands in sub-Saharan Africa. With a few lonely exceptions, scientists and policy-makers have in the past claimed that degradation is universal and livestock productivity lowered because of overstocking on communal range. This position has been mainly dogmatic. More recent research has not supported dogmatists; hence the debate, which impinges on livestock development policy in Botswana.A new livestock development policy is being promoted by the Government of Botswana (Ministry of Agriculture 1991).

    Recent arguments have stated that the new livestock development policy will carry a high social cost, that the reality of range degradation in Botswana has been ignored, and that there is no basis for assuming that de-stocking would decrease the productivity of rangeland.

    This study focuses on the responses of pasture leases to the possibility of agrarian reforms by using the survey of 145 pasture leases in Masbate, Bukidnon and South Cotabato where pasture leases where concentrated. This paper relies mainly on the descriptive method of analysis. Results indicate the opening up of pasture leases to bidding for the most productive use of the land subject to the clear-cut regulations that such activities be environmentally and economically sustainable.

    Review for sub-Saharan Africa, examines the English-language literature and focuses on four important dimensions of exclusion: (i) exclusion from agricultural land; (ii) exclusion from agricultural livelihood; (iii) exclusion from formal and informal employment; (iv) exclusion from organization and representation.Paper is organized in six sections. The first section discusses concepts of exclusion. The main body of the review examines the four dimensions of exclusion listed above.
