This paper analyzes the evolution of property rights legislation in Argentina with respect to new seed varieties. In comparison to the United States, Argentina has weak protection and enforcement of property rights for new seeds. These weak property rights affect the registration and commercialization of new soybean seeds. This paper shows how private producers of seeds react to differences in property rights between Argentina and the United States and also between corn and soybeans.

Intellectual property rights (IPRs) have been critically reassessed in recent years. This paper evaluates several of those analyses in detail. With regard to patent quality in the United States, analysis indicates that rising numbers of patent grants are a consequence of demand for patents rather than changes in patent examination standards. Internationally, protection options for living organisms (seeds, plants, and animals) are more limited than for other products, suggesting a relative underinvestment in the sector.

The plant variety protection (PVP) system has been criticized by some authors as being nothing more than a marketing tool and not having much effect on productivity. We investigate this issue for the case of cotton in the United States, first by examining trends in cotton varieties planted and then by quantifying the effect of PVP varieties on cotton yields. Our analysis suggests that PVP has led to the development of more varieties and that these varieties have had an overall positive impact of PVP on cotton yields.

This paper looks more closely at the sources of patent growth in the United States since 1984. It confirms that the increase is largely due to U.S. patenters, with an earlier surge in Asia, and some increase in Europe. Growth has taken place in all technologies, but not in all industries, being concentrated in the electrical, electronics, computing, and scientific instruments industries. It then examines whether these patents are valued by the market.

We used the well-being evaluation method, a technique for measuring individual utility, to study how people in the wildland urban interface of Colorado (USA) felt about their lives before and after two wildfire scenarios. Variables such as age, family size, fire frequency, and house value were found to affect initial well-being levels. However, after a significant life event, such as a wildfire, many variables that initially affected well-being were no longer significant.

This paper formulates an information measure for changes in asset values and applies the formulation to farmland values in the United States for 1960-99. The results indicate that changes in asset values contained significant information following the Russian wheat sale in the early 1970s and the financial crisis in agriculture in the mid 1980s. Further, information about preceding year's asset value largely explains the regional distribution of current year's farmland values.

How much organic C can a region naturally store in its ecosystems? How can this be determined, when land management has altered the vegetation of the landscape substantially? The answers may lie in the soil: this study synthesized the spatial distribution of soil properties derived from the state soils geographic database with empirical measurements of old-growth forest ecosystem C to yield a regional distribution of potential maximum total-ecosystem organic C stores.

Invasive weeds are a large problem on large tracts of rangeland in North America. Biological methods of control have been instituted, but many information gaps remain. An investment model approach is used to demonstrate some of the potentially key pieces of biological data that are required for an analysis. This model is applied to the control of leafy spurge on rangeland. The results of control are very dependent on the rate of spread and control by the biological control agent, the initial density of the weed, and the recovery of the forage (grass) after the weed has been controlled.
