    This paper was prepared for the Asia-Pacific Fisheries Commission workshop on mainstreaming fisheries co-management, held in Cambodia in August 2005. It examines the policy and legislative frameworks for co-management in thirteen countries in Asia and the Pacific, and the extent to which these frameworks hinder or support co-management practices. The nature of policy and legislative frameworks is varied, as is commitment by governments to co-management - in some cases support is more rhetoric than reality, with insufficient real transfer of powers and financial resources to local levels.

    This publication reflects the outcome of an ambitious initiative to identify instances of exemplary forest management in the region and examine the core components of high quality forest management in an effort to illustrate good forest management to a wide audience and encourage others to take up some of the most promising ideas, methods and approaches. More than 170 nominations were received from 21 countries in the region. Twenty-eight case studies were selected.

    This is the twenty-second issue of the above publication, a comprehensive and detailed compilation of statistics on farming, livestock, fishery, forestry and nutrition in Asia-Pacific countries for the decade 1994-2004. Statistics are listed separately for developing countries (including transition economies) and developed countries in the region. The publication uses mostly FAO statistics based on information provided by member countries. Included is a table reporting on the status of organic farming in the region and a section on country profiles.

    The study explores the relationship between decentralization and conflict, comparing two case studies in Cambodia and the Philippines. It addresses to what degree and in what ways decentralization influences conflicts that are related to natural resources management (NRM), especially where local institutions are often unrepresentative of, and unaccountable to local communities. In developing countries, the research indicates that sufficient time is an essential component for bringing about genuine and effective local governance, as well as being a means for averting conflict.

    The report introduces most of the existing natural resources management (NRM) networks in Cambodia and analyzes some of the general issues related to networking in Cambodia. The overall objectives of this report are to: Introduce some of the existing NRM networks in Cambodia; describe some of the existing general practices for network management and operation; explore some of the cultural and gender issues related to networks; identify the challenges and successes of existing NRM networks and suggest some recommendations for the future.

    This case study discusses the mass eviction that took place on 21 March 2005 in Kbal Spean village, near the Thai-Cambodian border at Poipet. The eviction resulted in deaths and injuries and the temporary detention of a large number of villagers. Journalists and staff of various Non-Governmental Organisations (NGOs) witnessed the eviction, and the case was heavily reported in the media. The extent of the violence and injuries shocked the public.

    Community Forestry International trained and educated energetic extension workers, both young and old, from the indigenous Tampuan, Jarai, and Kreung tribes of Ratanakiri province. They are now part of an indigenous peoples’ network that is dedicated to protecting the land and forest rights of the unique indigenous communities of Ratanakiri province.
