   This minor amendment of the principal Act concerns the compensation in cash for the dropping in value of real property due to a land redistribution measure pursuant to the principal Act, if the land is used for to secure certain rights of others. The sum of money which shall be deposited with the County Council instead of the 'chief executor'.

   Section 15 of Chapter 11 concerns the establishment of financial compensation by the Water Court for transfer or giving up of real property or rights of use or any other right which results in an income for purposes of this Act. The decision of the Water Court shall be deposited with the County Council.

   This Regulation is issued pursuant to sections 3, 4, and 17 of the Act relative to the right to acquire agricultural and forest land (No. 391/78). Section 1 deals with the sale of land by municipalities. Certain conditions for the alienation and use of land are specified also in relation to the receipt of financial contributions in accordance with Act 1295 of 1990 and Act 391 of 1978. (8 sections)

The Act also aims at improving the livelihood structure and operating environment in reindeer herding areas and to promote sustainable use of renewable natural resources, development of reindeer husbandry and natural nutrition, and to support the development of rural areas and communities in the reindeer herding areas. It provides rules relative to national and European Community financial support.

   The amendments concern the disposition plan for land acquired under the principal Act, limitation of land property and tenancy rights, and tax exemptions. The disposition plan shall be designed by the planning committee in accordance with section 19(4) of the Nature-based Activities Act (sect. 9). Section 12 provides for the limitation of rights to transfer land that has been acquired under the Act. A legal act involving the transfer of property or tenancy rights without the permission of Rural Activities District Offices is not valid (sect. 12).

   The Act provides for the procedures of the application for rights relative to constructions in watercourses or related to watercourses as foreseen in the Water Act (sect. 1). This Act regulates the exchange of real property, the transfer or the redistribution of property, or the transfer of servitude. The owner of the real property may apply for the redistribution of land which results desirable following the carrying out of a water project which may include drainage projects. Sections 3 to 9 concern the redistribution of land or water areas.
