    Most women in Zambia do not enjoy the same land rights as men. Zambia’s Lands Act provides support for women who hold statutory land, but the law does not apply to customary land. Most land is held under custom and most customary tenure systems do not provide women with significant land rights — even when they do, traditional institutions often do not effectively implement the rules.

    Zambia is one of the most forested countries in Africa, with about 50 million out of the 75 million hectares total land area under some form of forest cover. However, the country also has one of the highest rates of deforestation and degradation in the world, estimated at 250,000-300,000 hectares of forest loss per annum. Reversing/slowing this high deforestation and degradation trend will require the country to design and implement programs and strategies that will effectively deal with both the proximate and underlying drivers of deforestation and degradation.

    This is a legal toolkit to help decision-makers use laws to reduce forest conversion and minimise the environmental and social impacts of deforestation. It offers countries a starting point to reform laws governing forest conversion.

    Using legal analysis from nine tropical countries, the toolkit identifies key risks associated with unclear forest conversion laws and provides lawmakers with guidance on the questions they should ask themselves when writing or reforming forest conversion laws on five key areas:
