This How-to-do Note focuses on how conflicts over land and natural resources in pastoral areas can be prevented or, if already present, transformed into positive outcomes. It identifies why land tenure is a complex issue within pastoralism, discusses the combination of factors that are contributing to more insecure pastoral tenure and triggering pastoral area conflicts, and introduces some of the frameworks, tools and approaches that can be used as part of project design to reduce the potential for conflict.

Evidence from Uganda
Publication évaluée par des pairsjanvier, 2013OugandaIn northern Uganda, common grazing lands are central to village life. While nominally used for grazing livestock, communities also depend on their grazing lands to collect basic household necessities such as fuel, water, food, building materials for their homes, and traditional medicines. Yet growing population density, increasing land scarcity, weak rule of law, and the 1998 Land Act’s legalization of a land market have created a situation of intense competition for land in northern Uganda.

A Case Study of Small-Scale Farmers in Chenena Village, Chibombo District, Central Zambia
Publication évaluée par des pairsjanvier, 2002ZambieThe paper shows that most women in Zambia and especially in the study area suffer from insecurity in land since they do not have secure title to land under customary tenure. The results from the research which was carried out using semi structured interviews with 34 female farmers show that the majority of women farmers (62%) were not allocated land directly by headmen but got land through a male contact.

Trends, drivers, and impacts on household welfare in Malawi and Zambia
Publication évaluée par des pairsjuillet, 2014Malawi, ZambieWe use nationally representative survey data from two neighboring countries in Southern Africa – Zambia and Malawi – to characterize the current status of rural land rental market participation by smallholder farmers. We find that rural rental market participation is strongly conditioned by land scarcity, and thus is more advanced in Malawi than in lower-density Zambia. In both countries, we find evidence that rental markets contribute to efficiency gains within the smallholder sector by facilitating the transfer of land from less-able to more-able producers.

This paper presents the empirical findings of a research study undertaken in the Western Province of Zambia. The principal objective was to explore if the issuance of land ownership certificates (LOCs) improves the customary landholders’ perceptions of security of tenure. Thus, we test a null hypothesis that: ‘There are no significant differences in the perceived security of tenure between customary landholders with land ownership certificates and customary landholders without land ownership certificates’.
