Within this report, the FAO outlines its efforts to reinforce local institutions and promote policies and legislation that aim for fairer access for both women and men to natural resources (particularly land, water, fishing and forestry) and to the relevant economic and social resources.
It goes on to approach the reasons why land tenure should be taken into account in project design, highlighting ecological issues, questions of gender, conflict and migrations, and the relationships between them.
The purpose of this paper is to outline guidelines to be considered by EU donors in the design of their support for interventions in land policy and administration in developing countries. The focus in these Guidelines is on rural land, however much of the discussion will be of considerable relevance to urban areas and can contribute to a national land policy. The document oriented towards generalist and specialist staff, both at field and headquarters with responsibilities directly or indirectly connected with land issues in rural areas.
This Policy Paper acknowledges the need to balance the three imperatives of production, protection and participation. It also underscores the involvement of beneficiaries at an early stage of project development through to implementation and management to ensure that investments in the forestry sector are sustainable.
This Policy Paper identifies the role of agriculture and natural resources research (Chapter II); review the Bank's research experience (Chapter III); identifies the developmental issues and research challenges faced by the Bank (Chapter IV); indicates where research can contribute meaningfully (Chapter V); and concludes with recommendations on the priorities and approaches the Bank should adopt in supporting agriculture and natural resources research (Chapter VI).
