    The Thailand Land Titling Project is an outstanding success story of inter-agency cooperation and received the World Bank Award for Excellence in 1997. It was designed as a four-phase project over 20 years and will finish in 2004. The project partners the Royal Thai Government, the Bank, and the government of Australia provided funds and personnel, with the Australian Agency for International Development (AusAID) supplying technical assistance and training programs to the Department of Lands (Thailand).

    We evaluate the impact of agricultural land market liberalization policies in Latin America by empirically examining the degree to which the reforms have broken down the dependence of operational area on owned area. We use panel data sets from Honduras and Peru to estimate the relationship between operational and owned land holdings for pre and post reform periods.

    We study the effect of livestock operations on property values using a hedonic analysis in five Ohio townships. Unlike previous studies, we account for endogenous livestock location variables and spatially correlated errors. Results suggest failure to correct for these problems results in biased estimates of livestock impacts on property values.

    The 2002 New Zealand Transport Strategy states that in the long run, economic development and transport activity need not be directly related. This implies that a degree of „decoupling‟ is required – that economic development needs to occur without similar growth in transport. Before evaluating the possible impacts of policies that may be introduced to achieve decoupling, it is vital to consider what might happen to the relationship between economic development and transport over the next 50 or 100 years.

    A spatial hedonic model is developed to assess monetary harm of confined animal feeding operations (CAFOs) on property values, taking explicitly spatial dependence in property values into account. Spatial autocorrelation was found in the form of spatial lag dependence, not spatial error dependence. When spatial lag dependence is explicitly taken into account, on average the impact is reduced by 18%.

    The greenhouse sector has reinvented itself as a technologically advanced and relatively environmentally friendly industry over the past 15 years. However it remains a high energy user. Two recent surveys have highlighted the potential impact on greenhouse grower costs of the proposed emissions charge on fossil fuels. Growers may be unable to pass on the extra costs due to competition on domestic and export markets from non-Kyoto countries.

    The development experience indicates a strong link between rural development and poverty reduction. In Pakistan agriculture is the major source of economic growth, employment and livelihood. The agricultural productivity is low and many factors are responsible for its low productivity. Majority of rural population is marginalized in terms of access to physical and social assets, and in terms of institutions and inequality. Rural poor lack access to instruments to mitigate and cope with shocks that affect their well being and ability to come out of poverty.

    This nation-scale, watershed-level analysis focuses on the major trends and the spatial pattern of land use and the impact on watershed health. We estimate a simultaneous equation system to analyze the impact of land use on aquatic health in watersheds across the United States.

    Past empirical benefit measures and other information originally obtained through primary data collection can be used for assessing and analyzing current management and policy actions. This use of past valuation information for current policy analysis is called benefit transfer. In this report, we present information from our database of 1239 consumer surplus estimates usable for benefit transfer that we created from our extensive literature review.
