The objective of this technical paper is to shed insights on ways of reversing the spiraling decline of the land and the economy in rural Rwanda, with focus on the forces behind productivity decline in the Rwandan agricultural sector. The results are based on collaborative research between the Rwandan Ministry of Agriculture and Michigan State University.Among the key findings are that Rwandan farmers need to sustain and intensify their farming by pro-tecting the soil against erosion.

The tax and subsidy system in Egypt in 1986-88 was very distorted, involving large, sectorally variegated, ouput taxes and subsidies. In agriculture, there were also major input subsidies and no charges for water. In this paper, an 11-sector, computable general equilibrium (CGE) model is used to capture this mix of policies, focusing on land and water use in agriculture and on the links between agriculture and the rest of the economy.

This paper presents new evidence on the association between gender and poverty based on an empirical analysis of 11 data sets from 10 developing countries. The paper computes income- and expenditure-based poverty measures and investigates their sensitivity to the use of per capita and per adult equivalent units. It also tests for differences in poverty incidence between individuals in male- and female-headed households using stochastic dominance analysis.

This paper introduces a modeling method which simulates a village's response to population and market pressure. The method combines a linear programming model with a biophysical model of soil condition and plant growth. The linear programming model simulates farmers' plans aggregated at the village level, and the biophysical model predicts yields and land degradation for different land use and cropping patterns. The method has been calibrated for two villages located in a semi-arid and a sub-humid savanna region in Burkina Faso in West Africa.

"Rapid expansion of employment in low-income countries is one of the biggest challenges of development. The growth in labor supply in developing countries will remain large for a long time to come. Incomes of the poor in rural areas will depend more and more on productive off-farm work, and in the rapidly expanding urban areas, food security will depend largely on jobs and wage rates"--P. xiii.

Using a mathematical-programming agricultural-sector model of Egypt, this paper analyzes mechanisms for allocating scarce water and for charging the farmers the Operation and Management (O&M) costs of irrigation and drainage, currently covered by the government. The effects of cost recovery are negative but minor. A crop charge (based on crop water consumption per land unit) and a volumetric charge both discourage consumption. The former is easier to implement but does not stimulate water-saving technical change.

This paper examines the current status of HIV/AIDS infection, particularly in Sub-Saharan Africa, and reviews existing models that look at the future impact that the disease is likely to have on population growth, economic growth, and food security, especially as it spreads to rural areas. Because population growth is considered by many to be the foremost problem facing developing countries in 2020, the paper addresses the question of whether population growth kept in check by AIDS mortality might lead to greater availability of food in 2020 than would be possible without AIDS.

    Land tenure in Zambia

    Zambie

The Government of Zambia is embarking on an ambitious program of legal and administrative reforms in land policy. Although the need to liberalize the land market is universally shared, the ideas on how to accomplish this transformation are not. Two decades of underinvestment in field research have resulted in the present situation of micro-level data on land tenure and farm-level production, consumption, and resource management inadequate to guide policy decisions.
