By Peter Giampaoli, Climate Change Specialist, Land Tenure and Property Rights Division, USAID. Clear, secure rights to manage and use forests are an important aspect of sustaining traditions and economic opportunities. Although this web site often discusses property rights in the context of developing countries, insecure title and undocumented land rights can undermine smallholder ownership in the United States as well.

In this paper we investigate whether a conditional cash transfer program such as the Programa Nacional de Educación, Salud y Alimentación (PROGRESA) can simultaneously combat the problems of low school attendance and child work. PROGRESA is a new program of the Mexican government aimed at alleviating extreme poverty in rural areas. It combats the different causes of poverty by providing cash benefits that are targeted directly to households on the condition of children attending school and visiting health clinics on a regular basis.

Uncertainty and risk are characteristics inherent in agricultural activities, and one of the main sources of risk is weather. Because agriculture depends heavily on rainfall, it is sensitive to weather changes. Agriculture is also vulnerable to extreme weather events; floods, droughts, and frosts cause both production and capital losses. Approximately 98 percent of the catastrophic risk to agriculture in Mexico stems from two types of weather events: droughts (accounting for 80 percent) and cyclones (accounting for 18 percent).

Leafy spurge is an exotic, noxious, perennial weed which is widely established in the north central United States and is an especially serious problem in the northern Great Plains (Bangsund et al. 1999). In 1997, the Agriculture Research Service and Animal Plant Health Inspection Service, U.S. Department of Agriculture, initiated a major Integrated Pest Management (IPM) research and demonstration project to develop and demonstrate ecologically based IPM strategies that can produce effective, affordable leafy spurge control.

The production of biofuels has been supported by many conservationists and environmentalists on the grounds that it reduces greenhouse gas emissions and is a renewable energy substitute for non-renewable fossil fuels, mainly oil. More recently the domestic production of biofuels (and the domestic supply of other forms of alternative energy) have been welcomed by several nations as ways to reduce their oil imports and increase their energy self-sufficiency, as for example, has happened in the United States.

We quantify the emergence of biofuel markets and its impact on U.S. andworld agriculture for the coming decade using the multi-market multi-commodityinternational FAPRI model. The model incorporates the tradeoffs between biofuel, feed, and food production and consumption and international feedback effects of theemergence through world commodity prices and trade. We examine land allocation bytype of crop, and pasture use for countries growing feedstock for ethanol (corn, sorghum, wheat, sugarcane, and other grains) and major crops competing with feedstockfor land resources such as oilseeds.

Due to economic and population growth farmland and to a lesser extend other undeveloped areas are under pressure in the urban-rural fringe in British Columbia, Canada. The objectives of this paper are to determine if residential property values near Victoria, BC include open-space premiums for farmland, parks or golf courses, and to determine if using assessed values instead of market prices of the property result in the same findings.

African-Americans as a group went from owning almost no land in the United States after the Civil War to peaking at 15 million acres by 1920. In that year, 14% of all US farmers were black. Of these 926,000 black farmers, all but 10,000 were in the South. By 1997, fewer than 20,000, or 1% of all farmers, were black, and they owned only about two million acres. The loss of landownership and farming operations has contributed to the poverty of many rural communities in the South.

For the last 50 years, local, state and the federal governments have expressed concerns about farmland retention. Four benefits have been used to warrant farmland preservation programs: food security and local food supply, viable local agricultural economy, environmental and rural amenities, and sound fiscal policy and orderly development. We explore the available evidence of how well farmland preservation programs have provided these benefits.
