Uncertainty and risk are characteristics inherent in agricultural activities, and one of the main sources of risk is weather. Because agriculture depends heavily on rainfall, it is sensitive to weather changes. Agriculture is also vulnerable to extreme weather events; floods, droughts, and frosts cause both production and capital losses. Approximately 98 percent of the catastrophic risk to agriculture in Mexico stems from two types of weather events: droughts (accounting for 80 percent) and cyclones (accounting for 18 percent).

This special issue of Policy Matters focuses on the outreach and impact of Dr. Elinor Ostrom's groundbreaking research on common property (or commons) theory. Her work was instrumental in shaping contemporary analyses of resource management and conservation, especially at a local level. This collection of research papers, essays, commentaries, and songs build upon her work and provide case studies demonstrating the practical application of her theoretical contributions.

The USDA initiated the Conservation Effects Assessment Project (CEAP) to quantify the environmental benefits of conservation practices at regional and national scales. For this assessment, a sampling and modeling approach is used. This paper provides a technical overview of the modeling approach used in CEAP cropland assessment to estimate the off-site water quality benefits of conservation practices using the Ohio River Basin (ORB) as an example.

As a NAFTA partner and Canada's third largest export market for agri-food products, developments in Mexico are of direct interest to Canada. Rural poverty, low productivity, poor infrastructure and unclear property rights for both land and water still inhibit the efforts of Mexico's government to improve competitiveness of its agricultural sector.

A novel approach to image radiometric normalization for change detection is presented. The approach referred to as stratified relative radiometric normalization (SRRN) uses a time-series of imagery to stratify the landscape for localized radiometric normalization. The goal is to improve the detection accuracy of abrupt land cover changes (human-induced, natural disaster, etc.) while decreasing false detection of natural vegetation changes that are not of interest. These vegetation changes may be associated with such phenomena as phenology, growth and stress (e.g.

Overview of Mollisols in the world: Distribution, land use and management. Can. J. Soil Sci. 92: 383–402. Mollisols – a.k.a., Black Soils or Prairie Soils – make up about 916 million ha, which is 7% of the world's ice-free land surface. Their distribution strongly correlates with native prairie ecosystems, but is not limited to them. They are most prevalent in the mid-latitudes of North America, Eurasia, and South America.

The flows of the Rio Conchos are of vital economic importance not only to the agricultural sector in the Mexican side of the Rio Grande basin but also for meeting Mexico's obligation to deliver water to the United States. During the previous decade, a severe drought dramatically decreased the basin's runoff, generating serious economic, social, and political problems in both countries. A System Dynamics (SD) model designed to serve as a decision-support system (DSS) for water managers has been created. This DSS is a lumped semi-distributed model operating on a monthly basis.

This paper discusses the centers of origin and diversity for bread wheat; sketches historical patterns in the sources and use of wheat genetic resources in modern plant breeding; identifies and compares indicators of genetic diversity used by social and biological scientists; reviews the relationship of wheat genetic diversity to yield stability and vulnerability to disease; develops a profile of the structure of genetic variation in wheat in the developing world today; and investigates how scientific plant breeding has influenced the structure of genetic variation among the major bread whe
