    Land Tenure Working Paper 16 Governance of Land Tenure Eastern Europe and Commonwealth of Independent States (CIS) looks at the land governance situation in the region. It has been prepared to provide a base for discussion for the regional consultation meetings on the FAO Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources. The objective of the study is to evaluate the current land governance situation in the region and to identify main achievements as well as remaining challenges.

    This paper discusses the role of FAO support to the Government of Mozambiques Land Commission since 1995, through three consecutive projects. While each has had a relatively short duration, all have been planned and implemented within a single conceptual framework with a much longer time horizon. This has allowed a difficult and complex issue to be progressively developed and nurtured within a realistic time scale, while building up a strong sense of national ownership of the process.

    This book has arisen out of the theoretical knowledge and practical experience gained during the implementation of a FAO project in the Czech Republic: TCP/CEH/2902 “Sustainable Utilization of Agricultural ‘Abandoned’ Land”. The outputs from this project have brought not only improved models for management of the natural resources, but also tested new practical methods of alternative agriculture, combining game-keeping, food-marketing, ecotourism, etc.

Different types of land consolidation are defined and their potential impacts are assessed. The paper then looks in depth at land consolidation processes, especially in the context of land management, and outlines preconditions and cornerstones for various approaches. Environmental aspects and principles for land funds and land banking are also drawn in.

    Land cover maps constitute a necessary tool for development planning and management of the territory. Furthermore, land cover maps depicting the current reality are a must in countries where, due to political changes, rapid dynamic phenomena have taken place, resulting in a complete restructuring of the agricultural and other sectors, as in the case of Bulgaria.

    The scale of such maps should be large enough to provide detailed information, however it should allow for regional assessment, statistics and subsequent planning. The 1:50 000 scale is the most suited for this exercise.
